초록

This study evaluates the performance and limitations of Seoul’s social housing policy in the context of the suspension of new supply since 2022. Drawing on the UN CESCR framework for the right to adequate housing, the analysis is structured around three dimensions—accessibility, stability, and adequacy. The study utilizes resident satisfaction survey reports published by the Seoul Metropolitan Government, related research reports, and secondary data released by government and public institutions. The results show that although the overall supply of social housing increased, spatial equity remained limited due to persistent concentration in specific districts. In terms of security of tenure, below-market rents effectively reduced housing cost burdens, yet the fixed 10-year maximum tenancy period constrained long-term residential stability. Regarding adequacy, housing satisfaction improved over time; however, limited participation in community programs hindered broader formation of social ties among residents. Based on these findings, the study suggests policy directions aimed at promoting a more balanced supply structure, securing longer-term residential stability, and strengthening the institutional and operational foundations for community-based programs within Seoul’s social housing system.
