Abstract

Local governments involved in the solidification of a national system of modern local government decentralization and governance system presupposes tendencies must be understood. To accomplish this, the involvement of central control system is the premise of the state and local governments need to improve relations. Thus, the current Local Government Act to improve the control of the system requires the involvement of central and state control of the local autonomy of local governments to ensure as much as possible should be limited to a minimum. And substantially higher national policy-making process and in decision-making process of governments, local governments, by securing the right to participate will be made concrete.
