노인복지시설에서의 사고와 개선방안에 관한 연구 - 일본의 치매성 고령자 재가복지서비스 사례분석을 중심으로 -

우리나라는 일본과 같은 급속한 고령화로 인해 고령자 주거복지를 위한 주거 시설 개선과 제도의 도입이 필요한 시점이다. 그간 일본은 급속한 인구의 고령화로 인한 고령자 주거문제를 신속하게 해결하기 위해 여러 대책을 수립하여 대응해 왔으며, 치매성 노인의 주거 및 의료에 대한 대책을 마련하여 시행하고 있다. 본 연구는 일본 도쿄권과 킨키권의 그룹 홈을 운영하고 있는 인권단체, 치매 고령자에게 의료서비스를 제공하는 그룹 홈의 운영자 등을 대상으로 설문조사 및 인터뷰를 통해 고령자의 일상사고 실태를 파악하였다. 이를 통해 그룹 홈에서의 사고방지와 주거개선을 위한 기초연구로서 사고현황을 조사하였고, 관계자와의 인터뷰를 통해 시사점을 도출하였다. 고령자의 사고기록분석을 통해 그룹 홈에서의 거주공간 안전확보를 위한 서비스체계 개선, 그룹 홈 시설운영주체들간 사고정보의 공유 및 체계적 정보공유시스템 구축, 입주자의 건강상태 및 정신적 상황을 고려한 생활안전대책 마련, 사고의 유형과 의료기록의 표준화 등에 대한 개선방향을 제안하였다. 향후 연구에서는 고령자 그룹 홈에서의 사고예방 대책과 주거환경개선에 필요한 시설들에 대한 지속적 연구를 수행할 필요가 있다.
Abstract
Korea is at a point requiring an improvement of housing facilities and introduction of system for a housing welfare for the elderly due to a rapid aging of population, similar to Japan. Japan is a country that faced a rapid aging society, as compared to other countries, and the problems of elderly with dementia have become an important policy issue, with many measures being implemented. Among these, a dementia responding-type group home service, which has achieved much results in the advanced countries, is receiving attention in Japan. This research targeted group home for elderly with dementia among Japan’s domiciliary home service, and conducted survey and interview with the operators of group homes in Tokyo region and Kansai region in order to apprehend the status of elderly’s everyday accidents. Through this, we investigated the accident status for prevention of accidents and improvement of residence at group homes. Also, we proposed a direction for improvement on service system for securing a safe living space, establishing information sharing system between group home facilities, establishing living safety measures for the occupants, standardization of type of accidents and medical records. In the future, a continuous study on the accident prevention measures and facilities needed to improve the residential environment at the group home for the elderly is necessary.
