광역지방행정체제에 관한 연구 - 일본의 도주제를 중심으로 -

Abstract

A metropolitan provincial government is the abolition of the current provincial government and the establishment of a "state" as a new regional government across several regional governments. It is not just a change in the name and size of metropolitan local governments, but a plan aimed at a decentralized society by transferring the authority and financial resources of the central government of the country to escape. In general, discussions on the circuit-state system in Japan refer to expanding the size of local governments as well as significantly transferring office processing authority, legislative authority, and financial authority from the central government as the expression "great provision" is sometimes used in response to the federal state. The reason behind Japan's push for the circuit-state system was to first promote the efficiency and simplification of administration by consolidating local governments through the circuit-state system as a countermeasure against the financial crisis facing local governments. The central government's special local administrative agencies and prefectures, which are metropolitan governments, were integrated to realize a small government by reducing manpower and budget. In order to create a city that is a competitive local government in the globalized international community, manpower and budget need to be concentrated, but it was also considered that it was difficult to promote more wide-area projects under the current prefectural system. In order to increase the autonomy of local governments, the emergence of ultra-wide local governments with more population and region is inevitable, and if manpower and finances are put into this ultra-wide local government, the ability to self-government will be improved and the status as a partner equal to the central government was discussed as a way to reform the local administrative system to link and integrate metropolitan cities and provinces. This paper is a plan to reform the local administrative system to link and integrate metropolitan cities and provinces in Japan and examines the background and discussion process of the introduction of the great provincial government, a super-wide local government, and is described for the purpose of research to derive suggestions in discussions on the emergence of mega-city, a super-wide local government currently being promoted in Korea or special local government, a coalition of metropolitan local governments.
