한국형 장애인 공동체 모델의 유형 및 적용가능성에 대한 연구

본 연구는 서구 장애인공동체 모델이 한국 장애인복지의 또 하나의 대안으로서 시도 될 수 있는지에 대해 논의해 보는 것에 그 목적이 있다. 기존 시설 보호 중심의 거주시설의 문제점을 극복하기 위해 시도된 탈시설화 및 자립생활운동이 진행되고 있으나, 우리사회가 아직 장애인을 온전히 포용할 수 있는 준비가 되지 못하는 상황에서 이러한 한계를 절충할 수 있는 제 3의 관점으로 접근한 본 연구에서는 ‘공동체’라는 이론적 개념을 바탕으로 하여 서구에서 진행되고 있는 장애인공동체인 “캠프힐”의 사례를 주요 연구대상으로 삼아 이를 분석하고, 한국적 상황에서 적용이 가능한지에 대한 탐색적 연구를 실시하였다. 연구방법으로는 문헌연구를 중심으로, 연구진들이 총 2회의 캠프힐을 방문 및 직접 생활하여 문헌연구의 한계를 보충하였다. 연구 결과 장애인 공동체는 ‘의도적 공동체’의 성격으로 조직되었으며, 공동체 내에 장애인과 비장애인은 각자 역할을 가지고 있는 기여자(Contributor)로서, 원가정과 유사한 가정생활단위의 공동생활을 통해 인격적인 친밀감과 공동체 구성원의 공통의 가치가 협의되는 자치생활을 하고 있으며, 이는 서비스 수혜자와 공급자로 나눠지는 기존 사고의 한계 극복이라는 함의를 주고 있다. 또한 공동체 내외의 작업장에서의 모든 공동체 구성원들은 각자 부여된 역할이 있으며, 노동을 통해 삶의 질을 높이고 있다. 공동체에서 장애인과 함께 살아가는 비장애인 구성원들은 삶의 터전으로서 장애인과 함께 살며 함께 일하는 삶을 선택하였으며, 이러한 삶을 통해 생활유지와 자기성찰적 삶을 살고 있었다. 기존 우리나라의 장애인복지시설과 다른 유형의 서구의 장애인공동체의 모델을 한국적 상황에 맞춰 적용하기 위해 본 연구에서는 현행법상 가능한 장애인공동체의 세 가지의 유형을 제시하였으며, 각각이 지닌 특징과 장점, 그리고 한계에 대해 언급하였다. 결론에서는 한국형 장애인공동체의 설립과 지속을 위해 필요한 물적ㆍ인적 자원의 확보의 중요성을 언급하였으며, 한국형 장애인공동체의 정책적ㆍ실천적 제안을 제시하였다. 마지막으로는 연구의 한계와 후속연구를 위한 제언을 하였다.
Abstract
This study attempts to explore whether a community model for people with disabilities in Western countries can be an alternative to social welfare for the people with disabilities in Korea. Although self-reliance which promotes ‘deinstitutionalization’ has been implemented in Korea in order to overcome various problems associated with residential facilities of the institutional care centers, the realistic situation that Korean society is not yet ready to fully embrace people with disabilities must also be considered. Under the circumstances and in order to compromise such situation, this study examines the possibility that the ‘Community’ concept can also be applicable in Korea as a new social welfare alternative for people with disabilities. Furthermore, in this study, the cases of “Camphill” in Western countries were analyzed which is based on theoretical concept of a major study, investigating whether these cases can be applied to Korean situation. As a research method, whilst focusing on literature study, the researchers visited and lived in Camphill itself two times, trying to overcome the limitations of literature reviews. This study found that the disability community is established as a ‘purposed community’ and all the people with or without disability in the community bears his/her own role and are called ‘Contributor’. The community allows its members to enjoy autonomous living with intimacy and common values, which can be negotiated through sharing the community life in a house unit. This in turn implies that the limitations of conventional thinking, which is divided into service recipients and providers, can be overcome. All community members take certain roles inside and outside the community for technical as well as for mental self-sufficiency. The study discovered that the members without disability also chose to live with members with disabilities as a ground of their life, whilst continuing to live in self-reflection. In this study, in order to apply the model of the Western community for people with disabilities fitted to Korean situation, three types of communities for people with disabilities have been proposed and explored features as well as limitations of each community type. In Conclusion, it was noted through this study that securing necessary resources is essential. Not stopping here, practical policy propositions were made. Finally, this research discussed limitations to the present study and made suggestion for follow-up research.
