동북아 안보 환경과 평화 정착에 대한 기독교적 성찰

초록

경제 관계의 심화에도 불구하고 동북아의 안보환경은 불안정하다. 역내 핵심 국가로 귀환(return)한 중국과 세계 초강대국인 미국과의 관계가 갈등과 협력을 반복하고, 2016년 1월 4차 핵실험까지 감행한 북한의 핵과 미사일 개발은 한반도뿐 아니라 지역과 세계차원에서도 위협이 되고 있다. 이외에도 역내 19세기 수준의 영토 갈등도 만연하다. 이에 대한 적지 않은 분석과 해결책이 국제정치학계에서 제시되지만, 기독교 세계관에 입각한 성찰은 제한된다. 동 논문은 우선 동북아 안보환경의 불안정성을 배타적 민족주의, 군비경쟁, 영토분쟁, 북한 핵문제, 미중 패권경쟁 등으로 나누어 분석한다. 이에 대한 기독교 성찰을 담은 해결책으로 첫째 배타적 민족주의의 완화를 제시한다. 예수님의 사역 목표가 편협하게 정의되는 민족적 이해를 넘어서는 전 인류의 구원이므로 민족의 독특한 정체성을 인정하되 이를 극복하는 접근이 필요하다. 둘째, 지역 평화협력을 위한 공동체 구성의 노력도 중요하다. 동북아의 다자체제 구성은 “신화”라는 비판에도 불구하고 하나님의 주권이 국가 주권보다 우선시되므로 평화협력을 달성하기 위한 다자협력 체제를 적극적으로 추진해야 한다. 마지막으로 한반도 비핵화를 추진하되 기독교적 성찰을 담은 정전론의 원칙에 따라 핵억제 전략을 입안하는 한편, 비핵화를 위한 대화와 타협의 가능성도 열어 놓아야 한다. 결국 갈등과 대립을 넘어서 안정과 평화를 가져오기 위해서는 하나님 말씀에 근거한 기독교 국제관계 지성의 끊임없는 개발과 이를 기반으로 한 적극적인 정책 시행이 필요하다.

Abstract

In spite of the deepening economic interdependence, the security environment in Northeast Asia remains unstable. China has been in a constant struggle of conflict and cooperation with the US. North Korea’s fifth nuclear test in September 2016 shows no indication of giving up its nuclear and missile developments. Various kinds of territorial disputes are also rampant. Although there have been extensive analyses and policy recommendations to resolve the grave security threats in Northeast Asia, only a few are founded upon the Christian world view. This paper has attempted to first assess the security challenges in Northeast Asia by categorizing them into nationalism, arms race, territorial disputes, North Korea nuclear development, and US-China hegemonic struggle. The paper then proposes three recommendations based on the Christian perspective. The first recommendation is to reduce nationalism in Northeast Asia. Jesus’s mission and purpose of salvation for all nations extended beyond the narrow constraints of national identity. Thus it is crucial to consider an approach that respects the unique identity of nations, yet overcomes the barriers established by nationalism. Second, despite criticisms that a multilateral organization in Northeast Asia is a “myth,” God’s sovereignty is above the sovereignty of the states, and therefore active efforts to establish a multilateral security organization in the region to achieve cooperation for peace is necessary. Lastly, in order to bring upon denuclearization on the Korean peninsula, it is necessary not only to develop a nuclear deterrence strategy that reflects the principles of just war tradition, but to renew its efforts to promote dialogue with the North and leave open the possibility of compromise. In order to overcome conflict and confrontation and achieve peace and security, it is imperative that there is a constant development of international relations founded on the Christian world view, upon which active policy enforcement should be implemented.
