본 연구는 국회 의정활동기록이 체계적이고 전문적으로 관리되어 국회의 설명 책임성을 높이고 국민의 알권리가 보장될 수 있도록 개선 방안을 제안하는 것이 목적이다. 현재 국회의 기록관리는 관련 법규가 미비하여 적절하여 관리되지 못하고 있다. 본 연구는 이러한 법규와 관리 현황을 분석하고 문제점을 지적하였다. 국회 기록관리 제도는 다음의 사항을 고려하여 개선되어야 한다. 국회 의정활동기록은 국민의 대표자인 국회의 활동을 증명하는 기록이다. 그렇기 때문에 국회 의정활동기록 관리의 목적은 의정활동 기록을 국민에게 공개함으로써 의회민주주의를 증명하고 성숙시키는 것을 목적으로 해야한다. 둘째, 국회 조직적 특성을 이해하고, 이를 바탕으로 기록물의 관리 범주를 분명하게 설정해야 한다. 셋 째, 전문적인 관리 주체에 의하여 관리되어야 한다. 이상의 내용을 종합하여 국회 의정활동기록 관리 개선 방안으로써 새로운 법률인 「국회기록물 관리에 관한 법률」의 제정을 제안하였다. 또한 새로운 법률의 실효성을 높이기 위하여 추진 전략을 함께 제안하였다.
Abstract
This research has its purpose on proposing an improvement strategy to strengthen South Korea's National Assmbly's accountability and insure the right to know of citizens by managing the assembly's legislative activities systematically and professionally. The recent record management of the National Assembly is not being managed properly because of the related regulations. For this reason, this study was designed to analyze the current situation of management and the related regulations to point out the problems. The system for record management of the National Assembly must be improved with the following details in mind. First, The National Assembly's records of legislative activities are the records proving the activities of the National Assembly, the representatives of the citizens. As a result, the purpose of the management of records of legislative activities is to prove and mature the National Assembly's democracy by openig the legislative activities to the people. Second, the group organizational characteristics of the National Assembly must be understood and with this as the basis, the range of record management must be defined. Third, a professional management main agent must execute the management. By combining the information above, as the improvement plan for the management of the records of the legislative activities of the National Assembly, the establishment of a new law named 「National Assembly's Records Management Act」 is proposed. Also the research proposes a propelling strategy to increase the new law's effectiveness.
