Abstract
In recent years, the sharp increase in fraud offenses coupled with a continuous decline in arrest rates necessitate a clear analysis of the causes underlying this trend to develop effective countermeasures. Unlike other major crimes, fraud and theft exhibit significant year-to-year volatility in their arrest rates. Previous research has indicated that, in the case of theft, large fluctuations in arrest rates resulted from changes in police policy, suggesting that such indicators may not accurately reflect actual law enforcement performance and thus offer limited utility for crime policy formulation. Therefore, the present study analyzes the factors contributing to the decline in the fraud arrest rate by quantitatively examining the impact of specific fraud offense types on the overall rate using a decomposition model. Furthermore, it reviews how changes in case-handling procedures following the 2021 amendment to the Criminal Procedure Act have affected arrest outcomes. The analysis empirically confirmed that one of the primary causes of the decline in the fraud arrest rate is institutional change in the statistical recording and case-handling system. Based on these findings, this study emphasizes the critical importance of improving the accuracy of crime statistics compiled by the National Police Agency and promoting active disclosure of collected data as essential prerequisites for policy research aimed at eradicating fraud offenses.
