이 연구는 환경범죄학과 CPTED, Hotspot 및 Crime Mapping 등 범죄과학 기법을 종합, CCTV를 활용한 범죄예방 체제 구축에 적용하여 한국의 유형별 도시환경에 적합한 최적의 도 시 범죄예방 시스템을 개발함으로써 사회전체적인 ‘범죄로부터의 안전’ 확보를 도모하고자 한 다. 공공예산을 들여 공공장소에 설치하는 CCTV는 최소한 CPTED 원칙의 한 부분으로써의 ‘자연감시효과 보완’이라는 기능을 충실히 수행해야 하며 범죄예방과 잠재적 피해자 보호라는 목적에 효과적이어야 한다. 이에, 이 연구는 범죄발생 빈발지역(hot spot)의 공간적 특성과 보호 대상구역 및 범죄자 이동경로에 대한 과학적 연구결과를 바탕으로 추출된 효과적인 ‘도시 범죄 예방 CCTV 시스템’ 구축 모델을 결론으로 제시하고자 한다.
Abstract
This research seeks to secure society-wide 'safety from crime' through developing effective crime prevention system based on crime sciences such as environmental criminology, CPTED, Hotspot Theory and Crime Mapping. Public place CCTV cameras installed and operated by public budget must be effective in preventing crime and protecting potential victims. They also have to fulfill the function as supplement to 'natural surveillance' principle of CPTED. In this regards, this research tries to suggest effective 'city-wide crime prevention CCTV system' model. That model has been extracted from scientific analysis of special characteristics of crime hotspots, places needing protection and potential criminals' commuting route.
