이 연구는 범죄 피해자로서의 초등학교 학생보다 그들을 보호하는 학부모들을 대상으로 범죄예방 환경설계(CPTED) 요소에 대한 평가를 해봄으로써 초등학교 측과 학부모 간 유대 및 협업을 통한 근본적인 범죄 예방책 모색을 시도한 실증연구이다. 이것은 실제로 범죄에 대한 시·공간적인 두려움의 대상이 학생이 아니라 학부모라는 점에서 논제의 중요성을 제시하고자 하였다. 이에 따라 발전적이고 효율 지향적 관점에서 범죄예방 환경설계의 구체적인 정책 방안을 수립하는데 유용한 자료를 제시하고자 한다. 이 연구에 적용된 분석방법으로는 정책적인 우선순위 확보를 위한 기술 분석, 그리고 상대적 의사결정 지표 산출을 목표로 요인분석과 다변량 회귀분석을 실시하였다. 특히 이 연구에서는 시장조사·분석에 적용되는 군집분석을 활용하여 범죄예방과 관련한 학부모들의 인구통계학적 세분화를 실행하였다. 연구의 중요한 논점은 초등학교 범죄예방에서 노출된 문제변수를 통해 영향변수를 구명하고, 구체적으로 초등학교 범죄예방을 위한 방향성 제시와 세분화 그룹별로 형태적 차이를 평가함으로써 범죄예방의 정확한 평가지표를 산출하는데 두었다. 그리고 보다 중요한 분석 준거는 초등학교 대상 범죄예방 환경설계 관련 정형화된 예측 모형과 실행 프로그램을 개발함과 동시에 매뉴얼을 통한 사전예방 지침에 대한 선행모델 연구에도 그 주안점을 두었다. 따라서 이 연구에서 범죄예방 환경설계 요인 및 범죄 두려움의 시간-공간적 관계성 연구는 향후 유사 분야 연구의 새로운 방향성 탐색에 유용한 방법론으로 활용될 것으로 기대한다. 특히 초등학교 학생들을 대상으로 한 범죄예방과 관련된 근본적인 문제에 대한 책임감과 보호의식을 갖고 있는 학부모를 대상으로 한 연구 시도는 범죄예방 관련 근원적 해법의 모색 차원에서 보다 차별화된 새로운 관점의 연구로 평가될 것이다. 다변량분석 방법에 의해 산출된 이 연구의 결과 값은 향후 초등학교에서의 범죄예방에 있어 보다 정밀한 정책 수립에 유용한 자료로 활용될 것으로 판단된다.
Abstract
This empirical research seeks for effective measures to prevent crimes in and near elementary schools through relation analysis between elementary schools [in Gyeongju City] and parents of children in those schools. This study aims to provide meaningful data for policy proposals and tries to understand the usefulness of strategic elements of CPTED(Crime Prevention Through Environmental Design) on effective prevention of crimes against children in elementary schools. This study focuses upon analyzing school parents’ recognition of CPTED in regard of preventing crimes in and near elementary schools in Gyeongju City. It means that this research looks for defining elements and/or variables to determine critical factors affecting fear of crimes to parents of children in elementary schools. In this research, school parents’ fear of crime is relatively addressed and analyzed on a theoretical basis of spatial and temporal coherence. In order to achieve research objectives, the following analytical methods have been utilized in this study: relative decision-making index to secure policy priority, factor analysis, cluster segmentation, and multi-variate regression analysis, etc. The relational study of CPTED design factors and school parents’ fear of crime, utilizing spatial and temporal coherence analysis, is proven to be a useful research methodology for future policy-making upon defining effective countermeasures against crimes in and near elementary school.
