범죄예방활동의 전이효과와 이익의 확산효과에 관한 연구

이 연구는 범죄예방활동이 범죄전이효과와 범죄예방이익의 확산효과 중 어떤 효과를 더 크게 나타내는지 검증하여 범죄예방전략에 대한 함의를 찾기 위해 진행되었다. 대부분의 사람들은 가해자들이 그들의 범죄가 어떤 장소에서 막히게 되면 다른 장소로 옮겨 가서 범죄를 저지를 것이라고 생각한다. 그러나 실증적인 연구결과들은 어떤 장소에서 범죄를 막기 위해 상황적 범죄예방수단이 적용되게 되면 범죄전이효과가 반드시 나타나는 것이 아니라 나타날 수도 있다는 것을 보여준다. 연구 결과들은 범죄전이가 일어날 수 있지만 장소에 기반한 개입의 필연적인 결과는 아니라는 것이다. 또한 장소에 기반한 개입은 범죄의 전이보다는 이익의 확산효과를 가져올 가능성이 크다고 할 수 있다. 이러한 실증적인 연구들은 다음과 같은 정책적 함의를 가지고 있다. 첫째, 많은 범죄들이 적은 수의 장소들에서 일어나기 때문에 우리가 적은 수의 장소에서 범죄를 줄일 수 있다면 전체적인 범죄를 크게 줄일 수 있다. 둘째, 범죄에 대한 개입에 의한 전이효과는 크게 문제가 되지 않는다. 다양한 연구 결과들이 범죄전이가 나타날 수는 있지만 그것이 범죄예방의 모든 이익을 제거하지 않는다는 것을 보여주었다. 셋째, 범죄가 많이 발생하는 지역에서의 범죄의 감소는 인근 지역에서의 범죄감소로 이어질 수 있다. 넷째, 일정한 장소에서 행동을 통제할 수 있고 책임을 지고 있는 장소 관리자가 있다. 그들은 그 장소를 통제할 수 있는 법적 권한이 있으며, 물리적 환경을 조직화하고 행동을 규율하고 접근을 통제하면서 필요한 자원을 동원할 수 있기 때문에 장소관리자들 사이의 협의가 잘 이루어진다면 범죄예방이 더욱 효과적일 수 있다. 마지막으로 다양한 연구결과들은 장소에 기반한 개입이 최소한 일정한 범죄에 대하여 범죄감소효과가 있다는 것을 보여주었다.
Abstract
The purpose of this study is to identify which of the two theories, once being crime displacement, the other being diffusion, has greater effect and find out implications for crime prevention strategies. Some people believe that if offenders are blocked they will move to another place to commit crimes. However, as empirical research shows, if situational crime prevention measures are used to prevent crime at places, displacement is not inevitable but possible. The studies showed that displacement is possible but it is not necessary result caused by place-based interventions. Also, place-based interventions are more likely to bring about diffusion of benefits rather than displacement. The empirical studies indicate important policy implications. First, many crimes occur in a small number of places. If we can reduce crime at the small number of places, we can highly reduce overall crimes. Second, displacement caused by interventions is not a big problem. Various research shows that although displacement is possible it does not remove all prevention benefits. Third, crime reduction in high-crime places can bring about crime reduction in near areas. Various studies prove diffusion of benefits. Fourth, there are place managers who are responsible for controlling behaviors at places. They have legal authorities to control the places. Hence, they organize physical environment, regulate behaviors, control access, and get necessary resources. Thus, crime prevention at places is conducted after agreements of place managers. Finally, various research shows that place-based interventions have an impact on at least a certain crime.
