취약가정의 육아지원 서비스 이용 및 비용 분석

본 연구는 2009년 전국보육실태조사 가구조사 자료 중 취약가정으로 유형화 한 480가구를 중심으로 취약가정의 영유아 자녀에 대한 육아지원서비스 이용과 비용 현황에 대해 실태를 파악하고자 하였다. 분석결과, 취약가정 영유아 자녀는 일반 비취약가정에 비해 개인양육지원 및 사교육 이용보다 어린이집과 유치원 등의 기관 이용률이 더 높았으며, 취약가정내에서 가구특성별로 기관이용과 조부모 지원, 개인사교육 등의 육아지원서비스 이용률과 양상에 차이가 있었다. 취약가정의 경우, 전반적으로 조부모의 양육지원이 중요한 비중을 차지했으며 개인사교육의 이용률은 비취약가정보다 낮았다. 보육·교육 서비스 이용 비용도 취약가정 유형별로 차이가 있는 가운데, 총 보육·교육비용은 가구소득대비 평균 10.7%로, 다문화가정 6.4%를 제외하고는 비취약가구 12.0%와 큰 차이를 보이지 않았다. 영유아기 자녀를 둔 5개 유형의 취약가정은 보육료･교육비 비용 감면 비율이 높았으며, 이는 정부 보육료지원 정책 만족도와 기관서비스 이용 만족도에 영향을 미치는 것으로 나타났다.
Abstract
The purpose of this study was to explore and understand the diverse patterns and characteristics of ECEC and childrearing service usage and cost in the context of Korean disadvantaged families. The disadvantaged families surveyed in the 2009 national child care study, were classified into five exclusive types of multicultural, single parenthood, families in the rural areas, families with handicapped parents, and families with handicapped child. The study results have shown that the majority of ECEC and childrearing service use and cost of the Korean disadvantaged families were on the ECEC institutional services of child care center and kindergarten, especially the child care center. Also the uninstitutional intra-familial support of grand-parenting, and the private tuturing of home-study materials, were other major services of disadvantaged families' service use and cost. Also there were some gaps and variations in the financial support of disadvantaged families according to the family types.
