9.11 사태 이후 미국은 테러를 핵심위협으로 인식했고 지금까지 18년 이상 테러와의 전쟁에 매달려왔다. 이 시기 동안 미군의 전투수행 개념은 일종의 비정규전에 집중되었다. 문제는 미국이 테러와의 전쟁에 집중하는 동안 러시아, 중국 등 수정주의 국가들이 급성장하면서 미국에 대한 위협세력이 되었고 미국은 이에 대한 준비가 부족했다는 것이다. 2017년 트럼프행정부는 국가안보전략서 발표를 통해 수정주의 국가들의 위협을 핵심위협으로 상정했고 이에 대한 대비를 시작했다. 그 결과 등장한 것이 다영역작전(Multi-Domain Operation)인데, 이것은 지상, 해상, 공중, 우주 및 사이버 등 모든 작전영역에서 적을 압도하기 위한 작전술이다. 다영역작전이 성공하기 위해서는 이를 구현할 수 있는 전투수행 개념의 발전과 전력 구비가 필수적이다. 미국은 미래사령부를 창설하여 이와 같은 미래 업무를 총괄하도록 했다. 미래사령부의 핵심임무는 미래 전투수행 개념을 구체화하면서 육군이 설정한 미래 6대 전력을 현대화하는 것이다. 미래사령부는 이를 수행할 조직으로 8개의 교차영역기능팀(Cross Functional Team)을 편성하여 운용하고 있다. 이러한 미국의 미래전 대비 노력은 한국군에 많은 의미를 던져주고 있는데, 먼저 북한을 넘어선 주변국 위협에 대한 대비의 필요성, 두 번째, 군사전략 수립 및 실행을 위한 범정부적 협업의 필요, 마지막으로 미래전을 준비하는 전담부대의 필요성 등이 그것이다.
Abstract
Since the September 11, 2001, the United States has recognized the war on terror as a new threat and has been in the war for more than 18 years. As a result, during this period, the warfighting concept was focused on irregular warfare. While the United States concentrated on the war on terrorism, Russia, China and other revisionist states became a threat to the United States and the United States was not prepared for it. In 2017, the Trump Administration announced the National Security Strategy, which emphasized the threat of the revisionist states as a key threat. After that, it is developed a new concept, Multi-Domain Operation(MDO), which is an operational art that overwhelms enemies in all domains such as the land, maritime, air, space, and cyberspace. In order to pursue successful MDO, it is essential to develop the warfighting concept more precisely and obtain necessary capabilities timely. To this end, the U.S. created the Army Futures Command, which operates eight Cross Functional Teams(CFTs) to develop the warfighting concept and to timely secure the six key capabilities set by the Army. Such efforts for the future of the U.S. have many implications for the ROK military in areas such as expanding the threat perception to neighboring countries beyond North Korea and preparing for it, establishing military strategy in cooperation with interagency, making an unit to be specialized in the future warfare.
