Widespread internet use and the availability of health information on the web have improved patient and family access knowledge for self-management of health and wellness issues and health information exchange. Personal Health Record(PHR) means “An electronic record of health related information on an individual can be drawn from multiple sources while being managed, shared, and controlled by the individual” Development of PHR will enhance PHR will increase health care consumer and provider access to relevant health information, enhance the quality of care, reduce health care errors. And PHRs have the values in terms of the prevention and management of disease not only treatment, increasing efficiencies in delivery of health care service through health information exchange. Various integration of PHRs could apply the health policy But diverse medico-legal approaches should be proposed to implement PHR. Without careful consideration of theses issues such as privacy, security, there may be continued resistance among some health care providers toward health information exchange. I investigate the medico-legal aspects of PHR and then address barriers to PHR implementation considering the healthcare system. And to remove the barriers, medico-legal issues including information ownership issues and self determination of health information, concern related to confidentiality and accuracy of information should be solved.
