한부모가족지원정책의 성평등 제고 방안에 대한 연구

본 연구는 한부모가족이 다양화되는 상황에서 성별과 생애주기 등 삶의 경험을 법과 제도에 반영하여 성평등과 형평성을 제고하기 위한 방안을 모색하는데 목적이 있다. 이를 위해 한부모 가족의 현황과 정책 현황을 고찰하고, 당사자 면접을 통해 정책과 제도에서 성별특성을 반영해 야 할 부분이 무엇인지 탐색하였다. 연구결과, 임신과 출산, 건강, 경제적 어려움, 주거문제 등 에서 성별에 따른 경험의 차이를 확인할 수 있었다. 임신과 출산과정에서는 미혼모와 미혼부간 경험 및 대응의 차이가 매우 컸고, 또 한부모가족지원법제도의 이용에 있어서도 미혼부는 거의 고려의 대상이 되지 않고 미혼모의 책임으로 규정 지워지며, 정책과 서비스 또한 미혼모가족을 위한 것으로 제한되는 경향이 있었다. 경제적 영역에서는 여성 한부모들이 결혼 후 경력단절로 인한 경제적 자립의 어려움과 어린 자녀를 양육하는데 따른 일･가정 양립 및 자녀양육의 어려 움, 부채와 자녀양육비의 소득 산정으로 인한 공적 지원에서의 배제 등을 경험하는 반면, 남성 한부모들은 상대적으로 자녀연령이 높아 돌봄의 문제는 덜하지만 취업정보나 공적 지원에 관한 정보 등에 대한 접근성이 매우 제한되어 있는 특징이 있었다. 주거문제에서 남성 한부모들은 주거지원에 대한 정보가 부재한 특징이 있었으며, 건강영역에서는 여성 한부모들이 장시간 노 동으로 인한 건강 문제를 호소하는 경향이 남성 한부모들보다 많았다. 이러한 연구결과를 근거 로, 결론에서는 성평등과 형평성을 제고하기 위해 한부모가족에 대한 실태조사 결과에 대한 성인지적 분석 및 부자가족에 대한 전반적인 실태파악, 한부모가족 상담전화 설치의 제도화, 한부모가족지원 관련 위원회의 성별 균형, 비양육양육부모의 자녀양육비 이행 강화, 한시적 긴 급지원 확대 등 한부모가족의 삶의 질 향상을 위한 국가 책임 강화 등의 방안을 제언하였다.
Abstract
This study aimed to examine the current situation of single parent families and related policies and to identify particular areas in current laws and policies supporting single parents families that are required to be more gender sensitive by conducting in-depth interviews with single parents. The results of this study show that there were gender differences in experiences of pregnancy and birth, health, economic difficulties and housing problem. In particular, experiences of unwed mothers regarding pregnancy and birth profoundly differed from unwed fathers, and most of related welfare policies and services are provided mainly for unwed mothers. In terms of economic situation, single mothers experiences economic hardship due to their career interruptions cased by care responsibilities and are often excluded from public support on account of their personal debt and child-care expenses paid by non–custodial parent that are counted as income of single mothers. However single fathers experienced difficulties in limited access to information about employment and public assistance. Single fathers also received little or no information about housing assistance services for single parent families. For health of single parents, single mothers reported to poorer health conditions that single fathers due to working long hours. In conclusion, this study suggested policy and practice implications for promoting gender equality and sensitivity of single parent family support laws and policies, such as applying gender sensitive approach in research on the single parent families and providing services and programs that are apt to particular needs of single mothers and fathers.
