중소기업의 해외진출확대(글로벌기업화)를 위한 해외투자보험제도의 개선방향에 대한 연구

경쟁이 치열하고 협소한 국내시장을 벗어나 신흥시장(emerging market)으로 진출을 확대하기 위해서는 해외직접투자의 확대가 필요하다. 국내에서 경쟁력이 취약한 중소기업이 글로벌기업으로 성장하기 위해서는 해외직접투자를 통한 신흥시장의 진출이 더 절실하다. 그러나 해외시장 확대 및 해외직접투자에는 다양한 상업위험 및비상위험이 존재한다. 이러한 위험은 기업의 해외직접투자 실시를 저해하고 있다. 신흥시장 확대를 통한 글로벌 강소 중소기업의 육성을 위해서는 중소기업의 해외투자 및 해외시장 진출에 대한 정부의 적극적인 지원이 요구된다. 한국무역보험공사에서 운영하는 해외투자보험은 해외투자에 따른 전쟁, 송금제한, 수용, 소요, 자연재해, 유치국 정부의 계약위반 등의 비상업적 위험을 담보하여 중소기업의 해외투자를 지원하고 해외투자자금의 차입을 가능하게 한다. 중소기업은 대기업에 비해 자금력이 취약하고 자금차입도 쉽지 않아 해외투자 및 해외시장 확대에 어려움이 많고, 해외투자에 따른 위험발생 시 해결능력도 떨어진다. 이에 따라 중소기업의 해외투자 및 해외시장 확대를 위한 지원제도인 해외투자보험의 활용 제고가 절실히 필요하다. 해외투자보험이 중소 기업의 해외투자 및 해외시장 확대에 실질적으로 도움을 주기 위해서는 해외투자보험의 담보범위 확대, 해외투자보험의 부보율 확대, 해외투자보험의 보험료 인하, 보험금지급시기 단축, 가지급제도의 도입 및 중소기업에 대한 가지급율 우대, 해외투자보험(투자금융)의 보증성 강화, 기타 중소기업에 대한 무역보험계약체결한도 증액 등의 제도개선이 필요하다.
Abstract
It is required to expand “foreign direct investment (FDI)” to expand into emerging markets to get out of socompetitive and limited domestic markets. In particular, FDI is prerequisite for Small & Medium SizedEnterprises(“SMEs”) to be global hidden champions. However, there are various kinds of commercial risks and noncommercial risks for overseas market expansionand foreign direct investment. These risks prevent investing companies from implementing foreign directinvestment. The Government should establish positive policy to promote global hidden champions of SMEsthrough expansion into emerging markets. An overseas investment insurance operated by the Korea Trade Insurance Corp.(“K-Sure”) is introduced topromote foreign direct investment by providing cover against noncommercial risks such as risks of war,currency transfer, expropriation, civil disturbance, natural disaster, breach of contract by the host governmentetc. Most SMEs are financially unstable, and encounter difficulties in borrowing fund from financial institutionsfor FDI. Moreover, most SMEs do not have competence to settle disputes and problems arising from FDI. It is required for K-Sure to improve an overseas investment insurance scheme to help SMEs to promoteforeign direct investment and to expand into overseas market. There are some options for the improvement suchas reducing insurance premium, expanding insurance coverage, increasing annual trade insurance limit etc.
