러시아의 중국정책의 재정립과 이행기적 특성:과정과 요인

동아시아, 아태지역에서의 러시아의 전략적 비전은 ‘세력권(sphere of influence)의 재확인’ 또는 ‘평화로운 재진입’이다. 소연방 해체 이후 경제적 군사적으로 국제적 지위의 하락을 경험한 러시아는 성공적인 체제 이행과 전략적 지위의 회복을 위한 집중전략을 채택하였다. 러시아는 전통적인 세력권이자, ‘안전지대(security zone)’라고 판단하는 CIS지역에 대한 외부적 위협요인을 최소화하는 동시에 동아시아/아태지역에 대한 내부적 통합동기를 최대화할 필요가 있었다. 이것은 이후 ‘아시아태평양으로의 재진입’으로 구체화 되었고, 중국과의 관계는 이러한 목표를 달성하기위한 ‘전략적 입구이자 출구’를 의미하는 것이다. 이 연구는 소연방해체이후, 러시아의 중국정책의 재정립에 있어서 국제체제 및 국제질서의 변동이라는 ‘구조적 요인’과 국제환경 및 외부위협에 대한 엘리트들의 ‘인식요인’이 미친 영향과 결과들에 대해 파악하는 것을 목적으로 한다. 연구목적달성을 위하여 러-중간의 관계설정에 작용하는 동인들—나토팽창, 분리주의/테러리즘, 지역통합 등—에 대해 분석할 것이다. 연구의 분석에 선정된 동인들은 ‘대외정책개념’ 등 정부 공식문서에 표명된 러시아의 대외정책결정과정에 중대한 영향을 미친 요인들로 한정하였다. 양국관계의 복원 및 제도화의 ‘과정’을 살펴봄으로써 양자관계 재정립의 전반적인 작용 메카니즘을 파악할 것이다. 이를 위해서 ‘국가 간 관계(inter-state relations)’수준에 분석 초점—정상회담이나 고위급 접촉 등—을 둘 것이다. 이 글의 범위는 주로 안보분야, 즉 ‘상위정치(high politics)’로 제한하고자한다.
