한중수교 20년과 한중군사관계 발전 : 회고와 전망

초록

군사관계는 국가관계의 우호수준을 가늠할 수 있는 척도가 된다. 지난 20년을 회고해 볼 때 한중 군사관계는 정치, 외교, 경제 및 사회관계에 비해 그 발전 정도가 훨씬 뒤떨어져 있었다. 한중 군사관계에는 여러 제약요인이 작용한다. 우선 한반도를 둘러싼 냉전의 잔재가 아직 강하게 남아 있어 한중 양국 정부 간에 불협화음을 일으키는 요인으로 작용한다. 2010년 있었던 천안함 피격 사건과 연평도 포격 사건에 대한 한중 간의 이견과 외교적 마찰이 그 대표적인 사례이다. 한중 군사협력을 ‘전략적 협력’의 수준으로까지 촉진시키기 위해서는 다음과 같은 방안을 고려할 수 있다. 첫째, 양국의 관계발전을 위한 접근방식으로 지금까지 사용되었던 ‘구동존이(求同存異)’는 ‘구동존리(求同尊利)’로 전환되어야 한다. 즉, 서로 다른 견해를 묻어두는 소극적 방식에서 벗어나, 상대방의 이익을 존중해주는 보다 적극적인 태도를 견지해야 한다. 둘째로 한중 양국은 군 고위급 교류시 논의할 수 있는 의제를 보다 다양화해야 한다. 그래서 보다 전략적 가치를 갖는 현안에 대해 견해를 교환할 필요가 있다. 셋째, 한중 양국은 지역내 다자협력을 확대해 나가야 한다. 가령 한국과 중국 정부는 양국 군간의 협력을 활성화 한 후 이를 확대하여 ‘동북아 국방대화체’를 만들기 위해 공동으로 힘을 합할 수 있다. 한중 군사관계 발전은 비단 양국관계 발전뿐만 아니라 동북아 지역차원에서의 평화와 안정에 밑거름을 제공할 것이다.

Abstract

Military relations could be a very criterion for measuring the level of state-to-state relations. Retrospecting on the 20 years, ROK-Sino miliary relations, their military relations have developed much less dramatically than political, diplomatic, economic and social relations. There are several limits in promoting military-to-military relations. Still, the remnants of the Cold War around the Korean Peninsula have remained strong enough sometimes to elevate tensions between Seoul and Beijing as we could witness in the cases of the Cheonan incident and the Yeonpyong Island bombardment in 2010. Even though South Korean and Chinese militaries have exchanged many high level officials every year, their agenda for meeting have failed to deal with more “strategic” issues which could deepen their relations. To expedite ROK-Chinese military relations up to “strategic cooperation,” they should take some measures as follows. First,the way of “seek the same and let aside the difference (求同存異)” should be changed to “seek the same and respect the other’s interests. (求同尊利)” Second, they should diversify the agenda for various meetings of high officials. Third, both countries should promote bilateral military cooperation, and develop it into multilateral military cooperation. For example, they can initiate to create “the Northeast Defense Dialogue,”which is an institute for multilateral dialogue at the ministerial level, to discuss and deal with some transnational threats and militay issues. Fourth, South Korea and China should enhance mutual exchanges for military education and scholarship.
