우리나라 영세자영업자의 지역별 특성 분석

본 연구는 2011년 발표 「경제총조사」 자료를 이용하여 영세자영업자(5인 미만 음식 및 숙박업자)의 지역별 현황과 실태, 매출액과 영업이익 결정요인에 대하여 추정하였다. 영세자영업자의 실태 분석결과, 매출액과 영업이익 모두 지역별로 큰 차이가 없었지만 월기준 매출액과 영업이익이 각각 200만원, 70만원 수준에 불과하였다. 종사자도 상용근로자가 6.5%∼15.2%(대부분 11% 수준)에 불과하여 고용이 열악함을 잘 보여주고 있다. 영세자영업자의 노동생산성이 일반자영업자에 비하여 30.3%에 불과한 것 등에서 음식 및 주점업의 영세성을 확인할 수 있었다. 영세자영업자의 매출액 및 영업이익 결정요인 추정결과, 첫째 노동투입량과자본생산성 대리변수인 건물면적의 매출액에 대한 효과(탄력성)는 지역별 차이가 없어 지역과 무관하게 영세함을 보여주었고, 둘째 프랜차이즈는 가맹비(loyalty)를 비롯한 비용이 많이 투입되어 매출액을 높이기는 하나 영업이익은 오히려 비프랜차이즈 업체에 비하여 상대적으로 낮은 것으로 나타났다. 셋째, 프랜차이즈 가맹 여부와 시장경쟁도 추정결과에 따르면,광역시 지역과 같이 상대적으로 인구가 많은 지역은 프랜차이즈 미가맹사업체라도 어느 정도매출액을 올릴 수 있는 것으로 추정되었다. 이 결과와 매출액과 영업이익과의 양의 비례관계가 있다는 추정결과 등에 근거할 때 영세자영업은 가능하면 인구가 많은 지역, 예를 들어 광역시 지역에서 영업하는 것이 영세성을 그나마 극복할 수 있음을 시사해준다. 이상의 분석결과에서 현재 시행 중인 상권정보 시스템 활성화 제고방안 수립 시행, 프랜차이즈 가맹본부의불공정 관행 제거 및 개선을 위한 정부의 적극적인 개입을 통한 영업이익 제고 노력, 영세자영업자들의 저소득과 짧은 생존기간을 해소할 수 있는 사회안전망 제공 등과 같은 정책적인시사점을 도출할 수 있었다.
Abstract
Our study estimates the status quo, determinants of sales and profits of the destituteself-employed, meaning that the number of employee is less than five, using the 2011Economic Census. The analytic results are as follows: first, there are little differencein sales and profits by 16 areas and monthly sales and profit are only 2 million and 0.7million won, respectively. Second, the proportion of regular employee to total are only6.5%∼15.2%, on average of 11%, implying an unstability of employment. Third, their laborproductivity is lower than the non-destitute self-employed business by 1/3, indicatingtheir small size. Estimation for determinants of sales and profit has the followingresults: first, the effects of labor input and workplace size on the sales show thatthere is little difference in area among the small self—employed. Second, franchisehelps them to increase the sales but the profits are relatively lower than thenon-franchise business. Third, empirical results for both an affiliation to franchise andthe degree of the market competition say that the non-franchise self-employed in populousregions has not been almost suffering from a sales more than franchise-affiliatedself-employed. In other words, both sales and profits of non-franchise self-employed havea positive relationship with a population size. These findings imply an activation ofthe commercial venues information system, the governmental intervention to get rid of theunequal treatments of franchise headquarter and improve them, a build-up of socialsecurity net for the self-employed, and so on.
