Abstract
This article studies international law on universal jurisdiction in a comprehensive manner, aiming to derive implications applicable to North Korean human rights violations. North Korean human rights violations have been subject to rigorous international efforts to understand what is occurring there and how to address accountability issues in that regard. Recently, universal jurisdiction has been discussed as one of the measures to achieve criminal justice for North Korean human rights violations. However, there is limited academic discussion on how international rules on universal jurisdiction could be applied to human rights violations in North Korea. Against this backdrop, this article examines both customary international law and treaty law on universal jurisdiction and draws implications regarding North Korean human rights crimes. This study is expected to contribute to clarifying the applicable international legal regime regarding the North Korean issue, as well as its features and limitations.
