여러 경제 위기와 역내 다양한 갈등 속에서도 EU는 동유럽으로의 확장을 지속하여 왔다. 그 결과 2013년 7월 크로아티아의 EU 가입에 따른 6차 확대로 현재 총 28개 회원국을 보유하게 되었다. 오늘날 유럽의 여러 국가들 중 EU 비회원국은 서부 발칸(Western Balkan) 지역에 집중되어 있다. 본 연구에서는 서부 발칸국가들 중 EU 가입 대상의 가장 모범적인 국가인 세르비아를 중심으로, EU 가입 과정과 현황 그리고 여러 장애물들을 제시하고 이를 분석하고자 한다. 이를 위해 본 연구의 제2장에서는 서부 발칸 국가들의 EU 가입 노력과 현황들을 소개할 것이며, 제3장에서는 세르비아의 EU 가입 과정과 현황들에 대해 연구하고자 한다. 그리고 제4장에서는 세르비아의 EU 가입의 주요 장애물들을 크게 세 가지 요소로 나누어 이를 분석하고 그 전략을 논하게 될 것이다; 첫째, 공기업의 민영화와 경제 개혁, 둘째, 코소보 평화 정착과 미래, 셋째, EU와 러시아 사이에서의 선택과 전략.
Abstract
Despite the various economic crisis and regional conflicts, the EU has to continue expansion into Eastern Europe. As a result, in July 2013, Croatia became a new member of the EU according to the sixth enlargement of the EU. Now the EU holds a total of 28 member states. Today, EU non-member countries among several countries in Europe are concentrated in the Western Balkan region. Serbia is most exemplary country for the EU membership among the Western Balkan countries. In this study, I analyze EU accession process and status of Serbia, expecially it's main obstacles. In the second chapter of this study, I introduce the EU accession efforts and status of the Western Balkan countries. And in the third chapter, I study for the EU accession process and the status of Serbia. In the fourth chapter, I analyze largely split into three factors the main obstacles to Serbia's EU accession, and discuss its strategy; first is the privatization and economic reform, second is the peace and future of Kosovo, and third is the choice and strategy of Serbia between the EU and Russia
