정보통신부분에서의 무역상 기술 장벽 자유 지역(TBT Free Zone) 확대 전략에 관한 연구

본 연구는 ICT분야에서 적합성평가에 의해 생성된 무역상 기술장벽(TBT)을 제거하기 위한 전략을 개발하기 위한 목적을 가진다. TBT를 실질적으로 제거하고 무역상 기술장벽 자유지역(TBT Free Zone)을 확대할 수 있는 방안으로서 상호인정협정(MRA) 체결, 적합성평가제도에 자기적합성선언제도(SDoC)의 도입, 국제공인시험성적서 상호수용 및 시험-인증 기반 구축 지원 등에 대하여 논의하였다. TBT Free Zone의 현황을 파악하여 확대전략을 도출하였다. 첫째, 단기적으로 추진할 필요가 있는 국가인 중국, 일본, 인도 등과 동시 다발적인 협정을 추진하여야 한다. 둘째, 중동 및 중남미의 지역 선도국가와 우선적으로 협상을 체결하여야 한다. 셋째, 적합성평가제도가 완비되지 못한 국가에 대한 지원은 점증적으로 확대하되 국가에 따라 다양한 지원방식을 취해야 한다. 넷째, 미국과의 MRA 2단계도 조속히 추진할 필요가 있다. 마지막으로 체계적인 TBT제거를 위해서는 전문인력을 강화할 필요가 있다.
Abstract
The object of this study is to develop strategic plan which eliminates Technical Barriers to Trade(TBT) on ICT area generated by Conformity Assessment System. The utilization of MRA, SDoC, internationally certified test report and assistance the development of confirmity assessment system in underdeveloped countries is discussed as methods to remove TBT and expansion of TBT Free Zone. Through analyzing current level of TBT and volume of trade, TBT Free Zone expansion strategies are drawn as followings. First, propelling multiple simultaneous treaties with China, Japan, India in the forseeable future. Second, start discussions with leading nations of the Middle East and Latin America. Third, increasing technical and legal support for the underdeveloped countries. Fourth, finalizing MRA phase II with US. Finally, our country has to raise professional manpower in order to pursue strategies discussed above effectively.
