융･복합 공간정보서비스 우선순위 분석에 대한 연구

본 연구에서는 공간정보의 융･복합에 필수 불가결한 요소인 제도, 기술, 응용서비스는 무엇이고 이들 각각의 중요도 및 우선순위는 무엇인지를 분석하는데 목적이 있다. 신정부는 부처 간 협업을 새로운 국정운영의 패러다임으로 강조하고 하고 있다. 그간 중앙부처도 정보화시대 흐름에 맞춰 국토공간의 효율적 관리와 다양한 공간정보정책 및 사업을 통해 업무효율성 향상에 많은 기여를 해왔다. 그러나 단일 업무 중심의 공간정보서비스 공급은 다양한 행정수요 및 맞춤형 서비스 제공이라는 문제를 해결하는데 한계점을 노정하였다. 이러한 문제는 행정수요에 부합하는 수요자 중심의 공간정보서비스 제공이 필요하다는 점을 방증하는 결과라고 할 수 있다. 이러한 문제의식 하에 본 논문은 융･복합공간서비스의 개념 및 유형을 살펴보고 융･복합 공간정보서비스를 구현하는데 필요한 법제도 영역, 기술영역, 그리고 서비스 영역에 필요한 행정수요가 무엇인지를 전문가의 면접 및 설문지를 통해 분석하였다. 분석결과, 융･복합 공간정보서비스에 대한 수요는 크게 법제도, 인프라, 활용서비스 영역에서 각각 10여 가지의 중요한 요소들이 도출되었다. 또한 계층적 의사결정기법을 통해 영역별 우선순위와 각 분야별 세부 요소 간 우선순위 및 중요도를 분석하였다. 분석 결과, 융복합공간정보서비스의 분야 중에서는 활용서비스, 기술, 그리고 법제도의 순서로 그 중요성 및 우선순위가 강조되고 있음을 발견하였다. 본 연구의 결과는 제4차 산업혁명시대에 기술적으로는 융합, 사회적으로는 협업 등이 강조되는 시점에서 향후 정부가 공간정보시스템을 통해 융･복합 서비스를 제공하는데 중요하게 고려해야할 요소가 무엇인지를 분석하는데 기초자료로 활용될 수 있다고 판단된다. 즉 제도적 요소와 기술적 요소, 그리고 응용서비스 측면에서 중요성이 강조되는 영역이 무엇이고 이들 간 우선순위는 무엇인지를 분석하였다는 것은 정책의 로드맵 혹은 우선순위를 선정하는데 중요한 분석 자료가 될 것이라고 판단된다.
Abstract
The new government has emphasized the new paradigm of collaboration between central governments. During the central government also has a significant contribution to improving efficiency through spatial information policy for effective management of the national spatial area. However, spatial information services was provided exclusively for single department was exposed limitations in solving the problems of the various administrative needs and provide personalized service. Geo-spatial service is emphasized that this needs to be provided by convergence. The purpose of this paper is to analyze what services are necessary in order to provide legislative, technical and service areas to take advantage of convergence geo-spatial service. The results are as follows. The convergence geo-spatial service priorities were analyzed by AHP method. Necessary convergence geo-spatial service priorities were analyzed by utilizing services, technology, and the order of the legal system.
