반유로, 반난민, 반기성의 정치: 2017년 10월 체코 총선을 중심으로

본 논문에서는 특별한 악재가 없었음에도 2017년 10월 체코 총선에서 집권 사회민주당이 참패하고, 불만족시민연대(ANO)가 승리한 요인을 분석하려는 목적을 지니고 있다. 이를 위해 첫째, ANO가 2016년 지방선거는 물론 2017년 10월 총선을 치르면서 내놓았던 두 가지 주요 선거 전략인 반유로, 반난민 전략이 선거에 얼마나 영향을 끼쳤는지를 분석하며, 둘째, 만약 이러한 두 가지 전략이 ANO의 정당 차별화와 정당-유권자 편성(충성)에 큰 영향을 끼치지 못했다면, 다른 어떤 요인이 ANO의 승리에 기여했는지를 찾아볼 것이다. 특히 이중에서 ANO의 반부패, 반기성정치 전략과 내부 결속에 주목할 것이다. 마지막 결론에서는 반난민, 반유로를 내세우는 민족주의적, EU 대립적 정당의 집권으로 체코의 유럽-회의주의 경향이 더욱 강해질 것인지를 전망한다.
Abstract
The purpose of this paper is to analyze the factors behind the failure of the ruling Social Democratic Party and the victory of the Action of Dissatisfied Citizen(ANO) in the Czech Republic elections in October 2017. Firstly, this paper analyzes the impact of the anti-Euro and anti-refugee strategies, which ANO proposed as two major electoral strategies in regional election 2016 as well as general election 2017. Secondly, If these two strategies did not significantly affect ANO's party differentiation and party-voter alignment, i.e. party loyalty, then I would look at what factors have affected the victory of the ANO were anti-corruption, anti-establishment politics and internal unity of ANO. In the final conclusion, I’ll discuss whether the victory of the nationalist, anti-EU, anti-refugee, anti-Euro, and EU opposition parties will lead to extreme clashes with the EU or not.
