직업훈련의 정부실패 치유 노력에 대한 성과와 한계: 민간자율형 일학습병행 시범사업 사례

본 연구는 직업훈련에서 나타나는 정부실패 사례에 대한 치유 노력을 살펴보기 위해 ‘민간자율형 일학습병행’ 시범사업의 성과와 한계를 검토하고 개선방안을 제안하는 것을 목적으로 한다. 본 연구는 직업훈련에서 나타나는 두 가지 정부실패 원인인 시장참여 활성화 측면, 훈련의 자율성 측면을 기준으로 민간자율형 일학습병행의 성과와 한계를 파악하였다. 분석 결과, 민간자율형 일학습병행은 정부의 관리 기능을 민간기관에 위탁함에 따라 사업의 대응성이 확대되고 효과성(만족도)이 제고된 것으로 확인된다. 그러나 위탁기관과 훈련 참여자의 의사결정 권한이 제고될 필요가 있다는 점, 훈련내용보다는 훈련방법에 대한 자율성이 확대될 필요가 있다는 점 등이 확인되었다. 본 연구는 해당 사례를 통해 일학습병행에 대해 (1)산업계의 적극적 참여, (2)훈련 내용보다 훈련 방법의 자율성 제고, (3)일학습병행 자격의 신뢰성과 통용성 확보의 세 가지 정책적 제언을 도출하였고, 직업훈련 전반에 대한 ‘진흥 기능의 강화’와 ‘규제 방식의 개선’을 제안하였다.
Abstract
This paper aims to evaluate the ‘Private and Autonomous Korean Dual System’ pilot program and to propose policy suggestions in order to examine government failure in vocational training. This paper identifies the contributions and limitations of the program from the perspective of government failure, which is market participation and autonomy of training. As a result of an evaluation of the pilot program, it is confirmed that the responsiveness of the program and the participants’ satisfaction improved as the management function was outsourced. However, it was also confirmed that the decision-making authority of the contracted institution and the participants still needed to be enhanced and the autonomy of the training method, rather than the training content needed to be expanded. This paper proposes (1) participation of industries, (2) enhancing the autonomy of the training method, and (3) the reliability and popularity of the Korean Dual System qualification. This study also suggests ‘strengthening the promotion’ and ‘improving the regulation’ for overall vocational training.
