건설업 내 이주노동자 계층화의 원인과 양상

본 논문은 국내 노동시장에서 단순 노무 인력으로 활용되고 있는 이주노동자의 체류자격, 민족(종족) 등의 이질성에 주목하고 그로 인해 발생하는 노동시장 내 계층적 관계의 원인과 양상을 분석해 보고자 하였다. 건설 노동시장에 종사하는 이주노동자에 초점을 맞추었고 계층화 현상의 원인을 정부 정책적 측면과 노동 공급자인 이주노동자의 민족적 특수성 측면에서 분석하였다. 본 연구는 건설업에 종사하는 10명의 이주노동자를 대상으로 심층면접이 진행되었고 면담 내용을 근거이론의 연구방법에 따라 분석하였다. 분석결과, 중심현상은 건설업에 종사하는 이주노동자들 간에 노동시장 접근부터 고용구조, 근로조건 등에 계층 현상을 느꼈다는 것이다. 이주노동자가 자국의 경제상황으로 인해 한국으로 노동이주를 하였고(원인적 조건), 타 업종에 비해 높은 임금을 받을 수 있고 하도급 생산구조로 인해 탄력적 고용이 나타나는 건설업에 다양한 국적의 이주노동자가 종사하고 있다(중재적 조건). 하지만 이주노동자의 체류자격, 언어, 국적, 인종 등으로 인한 건설업 노동 활동에 어려움이 나타났고(맥락적 조건), 이주노동자는 건설 현장에서 느끼는 현재의 계층적 고용 구조에 주로 순응하고 있었다(상호작용). 이에 따라 건설 이주노동자 간에 나타나는 계층적 고용구조는 강화되는 양상을 보였다. 건설 노동시장에서 나타나고 있는 이주노동자 간의 계층화 현상은 한국 정부의 이민/동포 정책의 영향뿐만 아니라 노동자의 민족적 특수성이 함께 작용한 복합적인 결과였다.
Abstract
This study analyzed the causes and aspects of the hierarchical relationship in the construction labor market caused by the heterogeneity of migrant workers. This study analyzed the causes of stratification in terms of government policy and the ethnic characteristics of migrant workers who are labor suppliers. In this study, in-depth interviews were conducted with 10 migrant workers in the construction industry, and the interview contents were analyzed according to the grounded theory research method. As a result, the central phenomena is that migrant workers in the construction industry felt a difference in access to the labor market, employment structure, and working conditions. Migrant workers migrated to Korea due to their own economic conditions (causative condition), and migrant workers of various nationalities are engaged in the construction industry where they can receive higher wages than other industries and have flexible employment due to the subcontracting production structure (intervention condition). However, there were difficulties in labor activities in the construction industry due to migrant workers' visa type, language, nationality, and race (contextual conditions), and migrant workers were mainly adapting to the current hierarchical employment structure felt at construction sites (interaction). In the end, the hierarchical employment structure among migrant construction workers was strengthened. The stratification among migrant workers in the construction labor market is a complex result of not only the influence of the Korean government's immigration/ Overseas Korean policy, but also the workers' ethnic characteristics.
