본 연구는 2019년 KCI 등재지 2,097종의 유통 현황을 조사하여 Toll Access(TA), Dual Access(DA), Open Access(OA)로 구분한 후 선행연구와 비교하여 변화를 추적하고 문제를 파악하였다. 그 결과는 다음과 같다. 첫째, 2019년 기준 국내 학술지는 DA 유형 39%, TA 33%, OA 14%였다. 둘째, OA 유형은 2010년대 중반 감소하다가 다시 증가하였으며 인문사회 분야가 특히 그증감폭이 컸다. 셋째, 학술지 유형 중에서 가장 많았던 DA는 그린 오픈액세스의 성격이 일부 있으나 영구보존이 가능한 아카이빙이 아니라는 한계가 있다. 넷째, 2010년대 후반에 증가한 OA 유형 학술지가 골드 오픈액세스학술지로 계속 출판될 수 있도록 현재 출판모델을 분석하여 각 학문분야와 발행기관 특성에 맞춘 지속가능한 모델을 개발할 필요가 있다.
Abstract
This study investigated the distribution of Korean journals in commercial and non-commercial databases in order to identify the status of open access in Korean journals. This study categorized the types of journals as Toll Access(TA), Dual Access(DA), and Open Access(OA) and compared the results with previous studies to track changes over the past ten years and identify their implications and problems. The results showed that, first, as of 2019, DA(39%) and TA(33%) were the most common types of Korean journals, while OA(14%) was very limited. Second, the number of OA type journals decreased by the mid-2010s and then increased, especially in the humanities and social sciences. Third, the most common type of DA had some characteristics of green open access, but had limitations in that it was not capable of permanent archiving. Fourth, in order for the increased OA type journals that emerged in the late 2010s to be stably published as gold open access journals, there is a need to conduct multidimensional analysis of the current publishing models for OA type journals and to explore sustainable publishing models tailored to the characteristics of each academic field and publishing institution.
