이 연구는 지방교육재정교부금의 인건비 배분의 변화과정 및 현황을 살펴보고, 이를 통해 문제점을 분석한 후 개선방안을 제시하였다. 그동안 인건비 배분은 명확한 산정근거 없이 현재 정원을 점증적으로 조정하는 방식으로 이루어져왔다. 이러한 방식은 시도교육청의 합리적인 인원조정을 유도하지 못했다. 이러한 문제점을 해결하기 위해서는 교원1인당 학생수로 교원수를 산정하여야 하며, 효율적인 인력운용을 유도하는 인센티브제를 도입하여야 한다.
Abstract
The purpose of this study is to suggest the meansures to allocate local educaitonal grant of personnel expenditure. This study is composed of review of allocation system of for personel expenditure, the problem of alloction system, and the efficient meansure to allocate local educational grant. The problems of current allocation system are as follows. First, it can't introduce the reasonable effort of trimming of the personnels. Second, it can't ensure horizontal equity of region condition in terms of personnel expenditure. The measures to allocate local educational grant for personnel expenses are as follows. First, calculation of personnel is based on schools. second, the criterion of computation should switch a number of students per teacher to teaching staff. Third, incentive systems should be introduced to promote efficient running of staffs.
