본 논문에서는 IMT-2000 이후의 이동통신 개발을 주도하는 ITU-R WP8F의 계획을 고찰하여 우리나라 산, 학, 연, 정부의 적절한 대응 방안을 제시하고있다. WP8F는 ITU 권고 M.1645를 통하여 systems beyond IMT-2000이 IMT-2000과 보다 성능이향상된 셀룰라 방식의 기술과 무선 LAN, 디지털 방송의 성능을 포함하는 것을 목표로 하고 있음을 밝히고 있으며, 국제적인 연구협력을 통한 표준화를 제안하고 있으며, 또한 이러한 시스템을 위한 주파수 확보에 필요한 연구를 수행하고 있다. 이에 따라, 우리나라의 관련 산학연 등에서는 WP8F를 중심으로 한 연구 내용을 신속히 파악하여 대응 할 필요가 있으며, 특히 향후 이동통신 시스템 특징이 사용자 중심의 functional fusion 시스템으로 발전 될 것에 대비한 연구와 국제 협력을 통한 표준화 및 주파수 확보 등을 중점적으로 대비하여야 할 것을 제안하고 있다.
Abstract
In this paper ITU-R WP8F work plan has been reviewed and analyzed in order for industry to be prepared for future development of wireless technologies and market. For this purpose, the impact of ITU Recommendations, ITU concept of systems beyond IMT- 2000, ITU-R WP8F work schedule, spectrum issues and ITU way of developing the recommendation for systems beyond IMT-2000 are discussed in this paper. Having recognized the role of ITU, which is also evolving due to the evolving role of telecommunication, and the role of other standard development organizations, it is proposed that industry are required to cooperate within ITU to increase the opportunity including the market as a whole, and to compete with each other to develop the technologies.
