교육복지투자우선지역 유아의 교육과 보육 실태 및 요구：비투자지역과의 비교 분석

정부가 2003년부터 추진하고 있는 교육복지투자우선지역지원사업은 저소득층 가정의 유아와 청소년의 교육, 문화, 복지 수준을 총체적으로 제고하기 위한 지역사회 교육 공동체 구축 사업이다. 본 연구는 이러한 맥락에서 유아의 교육과 보육 분야에 대한 지원사업을 활성화하기 위해 추진한 기초 연구로서 서울특별시가 선정한 교육복지투자우선지역의 시범 유치원 28개원과 동지역 어린이집 28개원에 다니는 유아들의 가정환경, 양육특성, 기관에서의 경험 및 정부지원에 대한 부모의 요구를 조사하였으며, 이들 투자지역의 자료를 서울시내 비투자지역의 자료와 비교 분석하였다. 이 두 지역은 양육환경에서 큰 차이를 보이지 않은 반면, 가정환경 및 정부지원에 대한 요구에서 유의미한 차이를 보였다. 한편 유아가 다니는 기관 경험의 차이는 지역별 차이이기보다 기관 유형에서 오는 차이로 나타났다.
Abstract
The present paper is a part of the foundation study conducted to facilitate the Korean government's initiative, Educational Welfare Plan for the First Investment Zone, with a special focus on young children under school age. In order to increase the effectiveness of the Plan, the study investigated not only the current situation of the education and care for young children living in the First Investment Zone but also the needs of the parents to promote quality service for these children. The study surveyed 1,413 parents in total, and the data from the First Investment Zone (FIZ) were compared with those from other areas (OZ) to highlight the differences. There were significant differences in many aspects of family situations between the FIZ and the OZ, whereas no significant difference was found in parenting styles between these two Zones. The FIZ families more than the OZ families wanted government to pay for the tuitions and fees for education and care, whereas the OZ families more than the FIZ families wanted government to support early childhood institutions to offer quality educational programs and extendedｰday service.
