대학의 유형과 특성에 따른 국제화 대응양상과 전략: 4개 대학 사례 연구

본 연구는 국제화라는 거대한 외부적 압력 속에서 상이한 여건과 맥락 속에 놓여 있는 국내 대학들이 어떠한 대응양상과 전략을 취하고 있는지를 탐색하기 위해 수행되었다. 연구자들은 설립주체, 규모, 소재지 등을 기준으로 국내 대학들을 대표할 수 있는 4개 대학들을 선정하여 이들에 대한 사례 분석을 실시하였다. 연구 결과 사례 대학들은 대학의 위상과 보유 자원, 설립 주체, 지배 구조의 특성 등에 따라 서로 다른 국제화 추진 동기를 가지고 있었으며, 이는 다시 개별 대학들이 구체적인 대응양상과 추진전략 설정에 영향을 주고 있었다. 기관적 위상과 자원이 풍부한 A대학과 D대학은 국제화를 대학 발전과 재도약의 발판으로 삼아 매우 적극적인 국제화 전략을 추진하고 있는 반면, 지방 국립대로서 여러 제약조건을 안고 있는 B대학은 상대적으로 소극적인 전략을, 지방 사립대로서 한계를 가지고 있는 C대학은 자신들의 여건을 감안한 현실적인 국제화 전략을 추진하고 있었지만 기본 여건의 열악함으로 인해 국제화 추진에 상당한 한계를 노정하고 있었다. 연구자들은 이 과정에서 총장의 강력한 리더십, 대학의 특성화 전략, 상황변화에 적절히 대응할 수 있는 자율성의 보유 정도 등이 이러한 국제화 전략 추진을 촉진 혹은 방해하는 가장 대표적 요소임을 알 수 있었다. 본 연구는 이러한 연구결과를 바탕으로 사례 대학들과 유사한 조건을 가진 국내 대학들이 자신들이 처한 상황 속에서 효과적인 국제화 전략을 추진하기 위해서 어떠한 점들을 중점적으로 고려해야 하는지를 논의하였다.

Abstract

Purpose: This study was conducted to explore the responses of higher education institutions in South Korea to the mega-trend of internationalization. Methodology: A multi-case comparative study method was implemented to investigate the responses of four Korean universities to internationalization. Those universities were selected to represent institutions of the Korean higher education sector based on their organizational size, prestige and rankings, as well as their geographical location. Data for the analysis was collected from various documents, while observations and interviews were conducted through multiple on-site visits. Qualitative case analysis and cross-case analysis were implemented. Findings: In this cross-case study, it was found that institutional conditions such as size, location, governance structure, leadership style determined the way individual higher education institutions defined internationalization and formed their strategic responses to it. The researchers discovered several common factors that either promote or inhibit effective internationalization among various internal factors related to the internationalization of selected universities. Value: This study presents a bottom-up perspective regarding the internationalization of higher education in Korea. The study also suggests how higher education institutions in Korea could act efficiently and effectively to better meet the mega-trend of internationalization.
