학교컨설팅 가능성 탐색-학교조직 내 의사소통 통로 구축을 위한 학교컨설팅 사례를 중심으로-

이 글은, 단위학교에 초점을 맞춘 학교개선지원활동으로서의 학교컨설팅 모형을 설정하고 그 현실 적용 가능성을 탐색해 보고자 한 것이다. 여기에서는 일정한 자격을 갖춘 전문가가 학교와 독립적인 위치에서 학교의 문제를 확인, 분석하고 확인된 문제에 대한 해결안 모색에 적극적인 도움을 제공하는 것을 학교컨설팅으로 규정함으로써 어떠한 수준이든 도움을 제공하는 일 전체를 포괄하는 기존의 학교장학 개념과 차별화시켰다. 특히 여기 서는 문제해결을 위한 개선방안 도출이나 그것의 적용과정 등에서 학교 내부 구성원들의 적극적이고도 주체적인 참여가 핵심적으로 필요하다는 점을 전제로 학교컨설팅 개념을 설정하고 학교컨설팅 절차를 개발하였다. 총체적인 진단활동과 개선지원활동을 순차적으로 진행하는 학교컨설팅 활동을 A중학교에서 진행해 본 결과 시간적, 공간적 여러 제약 조건 속에서도 학교 개선 효과를 감지할 수 있었다. 8명의 전문가에 의해 A중학교에 대한 총체적인 진단 결과 나타난 다양한 문제들 중 핵심적인 문제가 ‘학교 내 원활한 의사소통 통로의 미비’라는 점을 확인하고 개선지원활동의 주제로 삼았다. 이후 내부 개선지원팀 2명, 외부 개선지원팀 3명 등, 총 5명의 개선지원팀을 구성한 후, 내부개선지원팀이 주체가 되어 설문조사, 면담 등으로 주제 관련 현황을 심층적으로 진단하고 개선전략을 수립하는 등의 활동을 전개하였으며, 이 때 외부 전문가들은 요청되는 자료 제공, 진단된 결과 분석 및 개선지원전략에 대한 검토 등의 도움을 제공하였다. 활동을 진행하는 과정에서 이미 학교에는 가시적인 변화가 나타나기 시작하였는데 학교 구성원들이 서로의 가치관 차이를 확인하고 그 간극을 좁히기 위한 여러 개선책이 강구되고 실제 적용되기 시작하였다. A중학교 사례에 비추어, 교원들의 순환근무제에 의해 단위학교 차원의 개선노력이 단위학교 차원에서 장기적인 효과를 얻기 어려운 한국적 상황에서도 학교컨설팅이 의미 있는 활동으로 자리 잡을 수 있는 가능성을 발견할 수 있었다.
Abstract
This study aims to establish a model of school consulting as a support activity for school improvement and to inquire its possibility based on the actual application to a middle school. In this study, the concept of school consulting is to identify and analyze problems of a school by experts and to find the strategies to solve the problems by members in the school with the support of outside experts. Especially, in this study, we focus on the role of internal school members who participate as main consultants in this consulting process. This school consulting model has been undertaken in middle school ‘A.’ Members of the school have agreed to come up with the strategies to ‘construct the free communication channel among school members’ as a main area for school improvement activity based on the school comprehensive review report. An Internet community has been formed for facilitating the mutual communication between the internal and external consultants. Surveys and interviews were conducted in school A and school B. School B as a model school in the area, free communication channel among school members, was chosen for the purpose of extracting implications for developing improvement strategies in school A. A few of significant changes in the consulting areas were found in school A during consulting process. In sum, the factors behind the successful undertaking of the consulting activities in school A are: 1) the principal was willing to expose the school’s problems, solve them and accepted the school consulting; 2) the problem identified as a main problem by the school members have been selected as the main target of school consulting; 3) an improvement strategy that connects between theory and practice has been developed; 4) close communication between the internal and external consultants.
