Abstract
In this paper, we propose a new Vertical HandOver (VHO) scheme which control Wireless Fidelity (Wi-Fi)usage based on degree of congestion in heterogeneous networks specially Long Term Evolution (LTE) and Wi-Fi. Existing Wi-Fi handover scheme is based on RSSI (Received Signal Strength Indicator) criterion. This waycannot be triggered handover when Wi-Fi network is highly congested but device's RSSI values are high. Forsolving this problem we propose Guaranteeing Performance Vertical Handover (GP-VHO). GP-VHO usesmultihoming function of Stream Control Transmission Protocol (SCTP) and instant throughput for handovercriterion. GP-VHO can maintain a constant performance. In VHO situation, GP-VHO doesn't switchoverimmediately from Wi-Fi to LTE and carries out CMT (Concurrent Multipath Transfer) between Wi-Fi and LTE. By CMT, Wi-Fi usage efficiency is better than existing method. Finally, we analyze and simulate theperformance of proposed GP-VHO.
