긴급자동차 우선통행과 특례에 대한 개선방안 연구

Abstract

The purpose of this study is to investigate practices and barriers regarding the right of way and other privileges to emergency vehicles with reference to Road Traffic Codes, recent landmark court decisions, and several relevant overseas cases and suggest institutional changes to policy makers, with a view to contributing thus to the efforts to improve problems regarding accidents involving such vehicles performing their duties to save lives. The major suggestions include: Make use of various instructional media resources to highlight the importance of efficient emergency evacuations. Provide educational information to schools and work places when requested or through traffic and fire safety training programs to promote the need to conduct them efficiently. Introduce a traffic signal system that allows emergency vehicle drivers to change the traffic light. Encourage and require all emergency vehicles to have insurance against collision and other accidental loss or damage by providing budgets or subsidies. Introduce legislative measures to allow prosecutors and administrative authorities to prioritize legal applications to ensure exemptions granted to authorized emergency vehicles. Lastly, such law provisions shall not protect the driver from the consequences of the driver's own reckless disregard for the safety of others by imposing penalties to such a driver.
