中國의 WTO 加入과 國有企業 改革에 관한 硏究

Abstract

China has successfully concluded the negotiations for accession to the WTO and becomes a formal member by December 10, 2001. It's expected that the accession to the WTO will bring a shock to the national economy in the short and long run. In particular the accession to the WTO will affect the reform of the State Owned Enterprises(SOEs). This paper analyzes impacts on SOEs of China's entry to the WTO and examines the changes of China's policy on SOEs reform after her entry to the WTO. The changes of China's policy on SOEs reform are as follows. First, the fate of small and medium scale SOEs is determined depending upon China's domestic comparative advantage, so leading to the self-sustainment, the foreign sales of SOEs or bankruptcy. Second, the financial reform and interest rate liberalization would be promoted. Third, SEOs' Industries and regional locations would be reformulated in accordance with comparative advantages, Last, but least, China's inducement policy of foreign investment is redesigned according to the nature of foreign capital and change in comparative advantage. In conclusion, this paper draws some implications to Korean economy and Korea's countermeasures coping with the changes of China's policy on the SOEs after her entry to the WTO.
