Abstract
Today, the globalism in trade is rapidly progressing but the regionalism has been an inevitable trend world wide. The WTO Agreement on rules of origin provides guidelines and objectives until the work programme for the harmonization of rules of origin is completed. It is very important and difficult to determine the origin of a product that has components made is considered as originating in the country where is under went. It is last substantial transformation the three main criteria used world wide for deciding substantial transformation or where the transformation has caused a specified change of tariff heading based on the nomenclature of HS, a way using a specified manufacturing process(SP). Each criterion alone rarely can be determinative for all products and purposes, so RTA's generally mix these three criteria in varying degrees. The most important of all is the fundamental attitude of the involved countries : An intention to use of origin as a measure of protective trade policy should be excluded and a neutral attitude should be as the fundamental principle. The restrictive effect of rules of origin should be drastically reduced by the establishment of a world wide harmonized system governing rules of origin. Therefore, rapid completion of the WTO work for Harmonization is very important. We have to be set rule of origin. The rule of origin needs to include a basic model for FTA rule of origin has to be set to avoid duplications in the rule of origin in a future FTA. Especially, the matter of proof of origin for North Korean product should be positively considered because it is benefit for all.
