Abstract
Traditional policing have failed us repeatedly. However, no one answers "then, how can we fix it?" Recently, "Human Rights" issues have dominated educated debates in our society. I think that it is high time for Korean police to reconsider its future role. In this article, I suggests "Human Oriented Policing encouraged" (or "HOPe" in short) as a new paradigm for Korean police force. The idea is simple. Respect for Human Rights is the most critical thing and it is an undeniable birthright for any human being in any circumstances. Every bit of police activities should be based on the absolute virtue, that is human rights. Practically speaking, the effectiveness or the efficiency of policing should be measured by the degree of achievement in terms of human rights. Regardless of who you are or what you can do, every one of us deserves his or her due respect only because he or she is a human being. Briefly, I summarize essential elements of the "Human Oriented Policing encouraged" or "HOPe" in three sentences. First, HOPe is an ethical policing, put it differently, with the utmost importance of human rights in mind. Second, every policing activities should be based on scientific "facts" but not on "faith" or common sense. Third, HOPe strictly abide by the "due process of law" principle instead of blindly pursuing any results. HOPe will provide a new tool as well as a fresh perspective for Korean police in the 21st century.
