이 논문은 1993년부터 시작된 ‘예술의 사회적 영향’ 연구에 대한 문헌 연구를 통해 문화정책의 의의와 성과, 한계를 적시함으로써 한국 문화정책의 논의를 촉발하고 이에 따른 필요성을 제안하는 것을 목표로 한다. 영국과 호주, 미국에서 시작된 연구는 당시 예술의 사회적 가치와 효용성에 대한 인식이 널리 확산되고, 실질적으로는 도시 재생과 지역주민의 사회 통합적 효과, 창의적 사고의 제공, 건강과 행복한 삶에 대한 계기를 제공한다는 점에서 효과 논의가 주어졌다. 그러나 점차 정책적 당위성이나 효용성에 집중하는 도구주의적 시각에 대한 내적 성찰과 비판이 주어졌고, 상대적으로 예술의 본질적 혜택에 대한 강조가 주어지면서 논의는 균형을 잡아간다. 이에 따라 한국에서 진행되는 각종 지역사회 관련 예술사업과 커뮤니티 아트의 맥락을 점검하면서 실제로 가장 균형 잡힌 시각을 제시하고, 궁극적으로는 예술의 사회적 영향관계에 대한 관심을 강조하면서 평가에 대한 가이드라인이 가능한지를 제안하게 된다.
Abstract
This research analyzes the wider literature on ‘Social Impact of the Arts’ through an examination of studies which have been undertaken since 1993. Through highlighting the significance, outcomes, and limitations of existing studies on this subject, this research provides the basis for more in-depth discussions on Korean cultural policy and the need for such an approach. Studies on the social impact of the arts first started in the UK, Australia and the US. The foundations lie in the implicit acknowledgement of the social value of the arts, which it seeks to offer up as an effective basis for city regeneration, social cohesion, creative thinking, health and wellbeing. However, while there have been ongoing discussions on the intrinsic benefit of the arts, their instrumental benefit, as embodied in discussions on the appropriateness and effectiveness of policy, has been widely criticized. Against this backdrop, this research examines community art projects which have happened in Korea and their context. Following the analysis, recommendations are offered, including the need for a balanced perspective that emphasizes concern for the social impact of the arts and, thus, one which considers the possibility of evaluation guidelines.
