최근 정부는 프로젝트성 사업 및 콘텐츠에 대한 금융지원 강화를 발표했다. 이에 발맞추어 본 연구에서는 2000년대 후반부터 운영되는 문화콘텐츠산업의 완성보증에 대한 정책적 방향 성을 제시하고자 한다. 이를 위해 우선 문화산업에서의 투자와 보증에 대한 최근 현황을 살펴보고, 완성보증의 제도 및 운영체계에 대해 논의한다. 그리고 문화산업에서 완성보증의 역할을 제시하고, 해외 완성보증제도를 간략하게 소개한다. 본 연구에서는 완성보증이 문화 콘텐츠 상품의 실질적 완성 지원, 간접적으로 자문 및 위험관리 지원, 투자자금 조달을 위한 중개 역할 강화, 그리고 기존 운영체계의 점검과 완성보증 관련 교육 및 홍보 등의 시사점을 제시한다. 본 연구는 완성보증 시장에 대해 향후 계획되고 있는 정부투자의 효율성을 개선할 수 있는 기반을 제공할 수 있을 것으로 기대한다
Abstract
The Korean government announced that it would promote financial support policies for projects in the cultural activity sector in January, 2006.In particular, it had a plan to conduct the massive investment promised in the completion guarantee program that launched in the late 2000s. This paper investigates the recent developments in the completion guarantee program in Korea. The paper discusses issues and operating mechanisms of the program and proposes rationales for the program. In addition, it examines similar cases in other countries, including the U.S. and U.K. By doing so, the paper identifies several policy implications. Moreover, it makes suggestions to help the new government plan to developed more efficiently and effectively.
