국내 염모용 화장품의 안전관리 현황

염모제는 이전까지 의약외품으로 분류되었으나 2017년 화장품법 개정에 따라 ‘두피에 있는 모발의 색을 변화시키는 제품’으로 정의되어, 기능성화장품으로 재분류되었다. 신고제도로 운영되었던 의약외품과는 달리 심사 및 신고를 병행하는 화장품의 경우 안전기준 등에 관한 규정이 판이하게 다르기 때문에, 문헌정보분석을 통한 염료용 화장품의 국내현황조사를 실시하였다. 2020년 수행된 염모제 안전실태조사 결과에 의하면, 염모제 사용상 제한이 필요한 원료인 p-페닐렌디아민(PPD), 톨루엔-2,5-디아민황산새, m-아미노페놀은 미검출되거나 기준에 적합하였다. 불검출대상 중금속인 납, 니켈, 6가크롬의 경우 전 조사대상에서 불검출되었으며, 총호기성생균수 역시 모든 조사대상 제품에서 기준 이하로 검출되어 적합하였다. 천연염모제인 헤나성분 염료제의 경우 총호기성생균수가 기준보다 최대 11,000배 초과 검출되는 상반된 결과를 보였다. 또한 화장품법에 따른 제품 및 판매페이지 표시내용 가운데 일부 제품에서 제조번호 및 사용기한이 미기재되었으며, 제품의 표시 및 광고사항에 있어서는 반이 넘는 검사대상제품이 부당한 표시·광고를 하는 것으로 확인되었다. 이에 염모제의 안전 및 표시·광고관리 및 감독강화에 대한 필요성이 강조되었으며, 이후 국외 염모제 안전관리 현황과 비교하여 국내 안전관리제도를 정비 및 발전시킬 필요가 있음을 확인하였다.
Abstract
With the improvement in the standard of living, cosmetic products became one of the essential daily needs for everyone regardless of their age and gender. Also, the concurrent COVID19 pandemic situation and the growing numbers of the aging population contribute to the recent explosion of demand for hair dye products. As the products become more widely used both in diversity and volume, their safety management should be further fortified. In this study, the current safety issues of the use of 1,2,4-trihydroxybenzene(THB) would be addressed. Currently, a total of eight hair coloring shampoos using polyphenolic natural hair darkening mechanisms are on the market, and all of those products are containing with 1,2,4-THB, which is amid ongoing controversy. In addition to that, sample examination for detecting other risky ingredients such as p-phenylenediamine(PPD), toluene-2,5-diamine sulfate(TDS), m-aminophenol(MAP), and three heavy metals was investigated under the purpose of safety management. Toxic ingredients of PPD, TDS, and MAP were undetected or minimally detected from one sample out of nine in total. However, nickel was found in all nine samples exceeding 1.8-fold in the maximal case. Other than that, all samples exceeded the total aerobic microbial count up to 11,000 times over the regulatory safety standard. In order to improve those findings from the sample testing, the regulatory body imposed a ban or corrective order on the manufacturing and sales of the products. Based on these findings, the necessity for strict safety monitoring as well as the safety management system was suggested.
