위탁아동의 양육계약해지에 대한 질적사례연구

본 연구에서는 위탁양육의 동기부터 계약해지요인을 살펴보고 계약해지의 원인을 도출하여 이를 보정할 수 있는 실제적인 정책제안을 하고자 하는 실천지향적인 탐색을 하고자 30명의 위탁부모를 대상으로 질적사례연구를 수행했다. 본 연구에서 부모들의 위탁동기를 분석한 결과 종교적 동기， 사회적 이타심의 실현， 가족체계 강화동기， 개인 만족감 실현 동기로 나타났다. 위탁양육방식 및 태도를 분석하여 개념화한 결과 의식적으로 위탁아동을 우대하거나 위탁아동에게 깊숙이 개입， 엄격한 양육방식의 고수， 친가족의 일원으로 양육， 아동에게 끌려다님， 아동의 정체성을 각인시켜 줌， 아동의 눈높이에 맞춤， 종교적 사명감으로 양육， 친자와 위탁아동을 비교함， 위탁양육의 경계를 설정함으로 나타났다. 위탁양육이 가족생활에 미친 영향으로는 친자의 가족내 지위가 모호해짐， 가족 안정성의 와해 위기， 가족유대강화로 범주화됐다. 위탁양육을 현저하게 곤란하게 만든 위험요인으로는 위탁아동관련요인， 친부모 관련요인， 위탁부모 및 가정관련요인， 위탁지원기관 관련요인， 외부환경관련요인으로 조사되었다. 그러나 위탁아동이 가족결속의 중심축 역할을 하여 가족의 화목함이 회복되고 새로운 활력이 생기기도 하며 친자들이 양보와 타협을 체득하여 가족유대가 더욱 강화하는 긍정적 요인도 나타났다. 위탁가정의 계약해지로 이어지는 위험요인을 최소화하기 위해서는 친부모의 교육체계 수립， 위탁부모의 양육부담을 경감시킬 수 있는 일시적 양육시설 설립, 위탁아동을 위한 보험제도의 시행， 위탁 후 위기개입 시스템 구축， 위탁아동에 대한 사전 검증과 교정시스템 구축， 친권의 합리적 조절 등이 필요하다.
Abstract
The present study purposed to examine placement disruption process of foster care, to identify the causes of placement disruption, and to propose practical policies for correcting the causes, and for these purposes it carried out a qualitative case study on 30 foster parents. The results showed that there are motives for fostering such as religious motives, the realization of social altruism, the strengthening of family system and the achievement of personal satisfaction. According to the result of analyzing factors related to fostering methods and attitudes, the entrance of foster children in a family disturbed the homeostasis of the family and inevitably changed family life. Specifically, the foster family's real children sometimes felt a sense of alienation and shared the stress of fostering and their position became awkward because of preferential treatment for foster children. On the other hand, however, foster children played a key role in the solidarity of the family. In order to protect foster children from experiencing double deprivation, overcome through multilateral efforts. Moreover, it is necessary to make reasonable adjustment of parental authority, establish education programs for real parents, found temporary foster facilities in order to reduce foster parents' burden of fostering, enforce a life insurance system for foster children, construct an after-foster crisis intervention system and establish a assessment and treatment system for foster children.
