성매매피해여성의 탈업소에 영향을 미치는 요인 -집결지 자활지원 사업을 중심으로-

본 연구는 집결지 자활지원사업에 참여한 성매매피해여성의 탈업소에 영향을 미치는 요인을 파악하여 정책적인 함의를 제시하고자 한 연구이다. 이를 위해 전국 집결지 자활지원사업 수행기관으로부터 서비스 지원을 받은 여성 1,304명의 자료를 분석하였다. 분석결과, 2004~2008년의 집결지 자활지원사업에 참여한 성매매피해여성의 탈업소 성공률이 60.6%로 나타났다. 또한 로지스틱회귀분석을 사용하여 탈업소 성공률을 높이는 요인을 살펴본 결과, 개인적요인(종사년 수, 부채액 수, 거주지 유무, 지지적 가족원 유무)을 통제한 상태에서도 정책적지원 요인(총 상담기간, 총 지원액, 주거연계 및 지원)이 성매매피해여성의 탈업소에 영향을 미치는 요인으로 검증되었다. 즉, 총 상담기간이 길수록, 총 지원액이 많을수록, 주거연계 및 지원이 이루어진 경우일수록 탈업소 성공률은 유의미하게 높아졌다. 본 연구 결과를 바탕으로 집결지 자활지원사업에 참여하는 성매매피해여성에 대해 충분한 상담기간과 지원액이 유지, 확대 되어야함을 제언하였다. 더불어 성매매피해여성의 탈업소의 조건이 되는 주거지원과 가족개입, 조기 현장구출에 대해서도 논하였다.
Abstract
The purpose of this study is to understand factors affecting exit from prostitution of sexually-exploited women who participated in support program for victims of conglomerated prostitution and to present implications in policy. The author in this study analyzed the data of 1,304 women who accepted service support from competent authorities performing support program for sexually-exploited women of the nation. As a result, the success rate of exit from prostitution of sexually-exploited women who participated in the support program for victims of conglomerated prostitution between 2004 and 2008 was 60.6%. When logistic regression analysis was used to identify factors enhancing the success rate of exit from prostitution, under the control of personal factors, factors of support in policy affected exit from prostitution of sexually-exploited women. In other words, the success rate of exit from prostitution was higher as the total hours of counsel and the total support fund were longer and larger. Based on the results of this study, the author suggests that sufficient period and fund of support are needed to be maintained and expanded for the sexually-exploited women who participated in the support program for victims of conglomerated prostitution, and argues of support of residence and family intervention in order to improve personal conditions as conditions of exit from prostitution of sexually-exploited women.
