Abstract

Julian the Apostate sought to revive paganism standing against the accelerated Christianization of the Roman Empire, which began under the reign of Emperor Constantine. However, his reforms not only include the weakening of Christianity and supporting paganism but also the reconstruction of urban autonomy and the removal of corrupted officials. Because he was aware the revival of paganism required fundamental changes in the citizens' lives and social structure. This study explores the political situation and the internal problems of 4th century Rome through Julian's controversial oration Misopogon. It also analyzes what perception his reforms were based on and how effective they were. Julian tried to develop paganism as a political philosophy to overcome the decline of Rome. As the ‘philosopher emperor’, he enthusiastically carried out reforms based on the thoughts that the decline of the empire could be stopped by restoring city autonomy and old religion. As part of the procedure, he moved to Antioch for it to become a new base to replace Constantinople, where he proceeded the Persian expedition and pagan reform. However, in reality, his approach was no more than an effort to revive forms of obsolete social structures that had already been replaced. Antioch rapidly and compressively experienced the problems associated with contemporary social change due to the central position of the East and its dynamic population. Its citizens longed to cope with the corruption of officials, the exploitation by the rich, constant food shortage and inflation, and the conflict between pluralistic communities. But Julian's efforts to split Christian communities, suppress the hedonistic and opportunistic culture of the metropolis, as well as his naive approach to the food crisis conceived hatred among citizens.
