본 연구는 여성폭력 피해자 지원기관 실무자의 통합지원 경험 탐색을 통해 여성폭력 피해자 통합지원을 위한 개선 방안을 모색하는데 목적이 있다. 연구 참여자는 여성폭력 피해자 지원기관에서 통합지원 업무를 수행하고 있는 실무자 14명이며, 포커스그룹 인터뷰(FGI)를 활용하여 수행되었다. 연구 결과, 실무자들은 다양화⋅복합화 되고 있는 폭력피해 양상과 전달체계 변화에 직면하고 있었으며, 이로 인해 다양한 내외부적 어려움을 경험하고 있었다. 실무자들은 통합적 실천에 대한 고민과 업무 역량 부족으로 고충을 겪고 있었으며, 제도 및 시스템의 한계와 협력체계 구축의 어려움을 경험하고 있었다. 이에 대응하기 위해 실무자들은 개인적, 조직적, 지역사회차원에서 다각적인 노력을 펼치며 여성폭력 피해자를 통합적으로 지원하기 위한 대안을 모색하고있었다. 이러한 연구 결과를 토대로 피해자 중심의 통합지원 로드맵 수립과 가이드라인 개발, 실무자 역량 강화를 위한 교육과 슈퍼비전 체계 마련, 실효성 있는 지역사회 협력체계 구축, 안정적인 통합지원을 위한 인력 및 예산 확충을 제언하였다.
Abstract
The purpose of this study is to explore the integrated support experience of practitioners at support organizations for victims of gender-based violence and to seek improvement measures for integrated support for victims of violence. The participants of the study were 14 practitioners who are performing integrated support work at support organizations for victims of gender-based violence, and the study was conducted using focus group interviews(FGI). The results of the study showed that practitioners were facing changes in the field due to the diversification and complexity of violence damage patterns and the reorganization of the delivery system, and as a result, they were experiencing various internal and external difficulties. The practitioners were suffering from concerns about integrated practice, unprepared work capacity, and were experiencing limitations in the system and institutions, as well as limitations in establishing a cooperative system. In order to respond to this, the practitioners were making various efforts at the individual, organizational, and community levels, and through this, they were seeking practical alternatives for integrated support for victims of gender-based violence. Based on these results, the study suggested establishing a victim-centered integrated support roadmap and developing guidelines, education and supervision to strengthen practitioner capacity, establishing effective community governance, and expanding personnel and budget for stable integrated support.
