한･일 웹 아카이빙 정책에 관한 비교 연구

웹이 학술, 사회, 문화적 맥락에서 중요한 정보매체가 됨에 따라 웹자원을 수집 보존하는 웹 아카이빙은 국가도서관의 중요한 활동이 되어왔다. 북미, 유럽 등지에서 시작된 웹 아카이빙은 2001년 10월 UNESCO가 디지털 유산 보존에 관한 결의안을 채택하면서 웹 아카이빙을 위한 국가적 차원의 노력은 전 세계로 더욱 확장되었다. 한국의 웹 아카이브 OASIS는 2005년부터 웹사이트 및 웹 문서의 수집/보존하고 서비스를 시작했고 일본은 2002년부터 WARP을 통해 웹 아카이브를 구축 운영하고 있다. 본 연구는 한국과 일본의 웹 아카이빙 현황을 살펴보고, 그동안의 진행 과정상에서 달라진 두 나라간 웹 아카이빙 정책과 현황, 수집 범위와 선정지침, 수집 방법과 빈도, 검색 및 제공 서비스 등의 차이를 비교･분석하였다. 본 연구가 OASIS에 대한 직접적인 평가를 포함하고 있지는 않지만 일본의 웹 아카이브와의 비교를 통해 앞으로 웹 아카이빙 정책 개선이나 계획 수립을 위한 시사점과 참고자료들을 제공해 줄 수 있을 것이다.
Abstract
As the Web becomes an important information medium, for scholarship, social and cultural heritage, web archiving which collects and preserves web resources, has become an important activity of the national library. Web archiving initiated in North American and European countries was further expanded around the world as UNESCO adopted 「Resolution on Preserving Our Digital Heritage」in October 2001. Korea’s web archive OASIS has been collecting and preserving the web sites and documents created by Korean since 2005, and Japan has been building and running web archives through the WARP project since 2002. This study examined the current state of web archiving in Korea and Japan and compared the differences between two countries’ web archiving policies and status, the scope of collection and selection guidelines, the collection method and frequency, and search and information services. Although this study didn’t include a direct assessment of OASIS, it will provide suggestions and reference materials to improve and establish Korean web archiving policies in the future.
