Abstract

This study conducted an exploratory comparison of the Open Access (OA) policies and practices of South Korea and Japan to identify development strategies for the academic information dissemination system in East Asia. OA is a global movement aimed at ensuring the public nature and sound circulation of scholarly information. This study focused on comparing the two countries in terms of OA journal publication, the establishment and operation of open repositories, and mandatory OA policies. South Korea is ahead of Japan in OA journal publication and researchers’ OA article production. According to the Directory of Open Access Journals (DOAJ), South Korea has published 185 OA journals, compared to Japan’s 93. Additionally, South Korea’s OA article ratio (50.2%) surpasses Japan’s (46.8%) based on Web of Science data. However, South Korea faces challenges due to the lack of strong national-level OA policies and the limited expansion of repositories. Most universities and research institutions use the dCollection platform, which does not meet OpenDOAR criteria and is thus excluded from global statistics. On the other hand, Japan has adopted a Green OA-focused policy, establishing 655 repositories, making it the second-highest in the world. However, limited researcher participation and underutilization of repositories have resulted in modest outcomes, attributed to the absence of robust mandatory OA policies in both countries. The Japanese government is currently preparing a strong OA policy to make all research outputs immediately accessible by 2025, along with a significant budget allocation for repository standardization. Both countries fall below the global average in transformative agreements and hybrid OA publication rates. Therefore, it is crucial to refer to the advanced examples set by European and North American countries to enhance access to scholarly information. This study provides strategic insights through the cases of South Korea and Japan, offering a framework for fostering academic communication in East Asia and contributing to the global academic ecosystem.
