지역 산림 자원의 농업유산등재 사례분석 연구 - 일본 구니사키 반도·우사시 중심으로 -

본 연구는 산림자원을 바탕으로 1차 산업을 6차 산업화한 일본 우수지역의 사례를 분석함으로써, 향후국내 전통농업유산의 효율적 활용에 있어 요구되는 기초자료를 제공하고자 하였다. 사례연구의 대상지는 죄근세계중요농업유산시스템에 등재된 일본 오이타현 구니사키반도 우사지역으로, 해당지역이 지역의 불리한 지형적 조건을 극복하기 위해 활용한 지역특색을 활용한 농업경영, 산림농업을 통한 식량확보시스템, 역사문화자원을 활용한 지역 브랜드의 경쟁력강화 및 도농교류촉진 방안 등이 분석의 주요 대상이 되었다. 조사결과에 따르면, 우사지역의 경우 상수리나무숲과 관개연못을 활용한 전통생산가공기술이 생산시스템 유지관리에 활용됨으로서 지역경관 및 생물다양성 확보하고 있었다. 또한, 농촌체험과 도농교류 등을 핵심으로 하는 액션플랜을 바탕으로 지역내외의 관련전문가와 지역주민이 참여하는 심포지엄의 개최, 홍보 및 관광객 수용시설/체험수용체제 등의 정비작업이 이루어지고 있었다. 연구의 결과를 종합해 볼 때, 세계농업유산 등재를 통한 지역 브랜드의경쟁력강화 및 지역활성화를 위한 지역주민들의 다양한 협력프로그램의 개발은 지역자원의 국제적 가치향상과농림수산업의 활성화 등에 긍정적인 영향을 미칠 것으로 기대되고 있다. 그러나 농업유산 및 농촌마을 주변 산림자원 요소의 활용방안에 대한 연구는 아직 미흡하여, 향후 지역의 산림자원의 자연적 인공적 활용을 위한 추가적인 연구가 요구된다.
Abstract
This study is to provide baseline information for supporting the effective application of traditionalagrotechnology based on the case of Japan where they upgraded forest resources management from primary industryto sixth and creative industry. The target of case study is Usa city of Kunisaki peninsula in Oita prefecture wherethey recently enlisted their heritages to World important agricultural heritage system. Particularly, this study hasfocused on their different efforts to overcome their unfavorable physical environment such as 1) development ofunique agricultural management base on the nature of the area, 2) use of agro-forest in order to establish foodsecurity system, 3) increase of local brand competitiveness through application of historical and cultural resourcesto their products. The result from investigation shows that Usa area applied conventional products and manufacturetechnique based on irrigation pond and oak tree forest to conserve local landscape and biodiversity. In addition,action plan about agritourism and urbanrual exchange identified necessary requisites such as Symposium with expert and local residents, proper promotion, and preparations of receive tourists. To conclude, registration oftraditional agro-technology to World agricultural heritage for reinforcing their local brand competitiveness anddevelopment of various collaboration programs with resident for activating local community would have positiveinfluence on the process of adding value to their resources and agricultural products. Nevertheless, it is still notenough to study the usage of forest around rural villages and farming heritages. It is necessary to consider includingapplications of more heritages and conventional resources in future study.
