Abstract
Offenses reflect the social circumstances from which they come. If we agree with this above mentioned statement, then lies modern korean society before us as main object, worthy of being analyzed and scrutinized. According to the report, published by authorized national agency, it reveals that koreans have experienced for the past forty years hardly conceivable social change, which in concret resulted in rapid urbanization and industialization. Needless to say, this brought about rather harmful influences upon the crime affairs in korea. Parallel to this upheavel, increased the number of major offenses committed- such as theft, robbery, rape, murder, fraud, assault and battery, embezzlement, etc.- for this period roughly twice. Since the late of last century, drug abuse, pollution of the ground, water, and air have been recognized as a major threat to the health, and welfare of the people and, indeed to the social security. Enforcing regulations in these fields, legislatures have found it necessary to impose criminal sanctions to effectively enforce standards and to deter violators. Further man can indicate solche cyber- and organized crimes, traffic violations and economic offense as new types of crimes. To meet the pending problems related to crimes, the government has developed elaborate, but somewhat repressive measures and tactics with half-effect. So, nowadays, korean government began to take new steps forward in this domain, based on the respect of human beings, including even offenders, and pluralistic conceptions.
