한국인의 교육이주와 트랜스로컬 주체성: 미국 패어팩스 카운티를 사례로

초록

이 연구는 트랜스이주의 한 사례로서 한국의 조기유학에 주목하여 이를 교육이주로 개념화하고, 그 원인과 프로세스, 그리고 이와 연동되어 변형되고 있는 국가주의의 특성을 파악하고 있다. 이주 주체의 구체적인 삶의 현장에서 글로벌화가 어떻게 장소화되는지를 파악함으로써 트랜스로컬리티라는 개념과 방법이 (트랜스)국가주의의 특성을 살피는데 유효함을 밝히고 있다. 이를 위해 최근 한국 조기유학생들이 급증하고 있는, ‘미국의 8학군’이라 불리는 버지니아주 페어팩스 카운티를 사례지역으로 하여, 현재의 조기유학생, 조기유학 경험이 있는 대학 재학생과 졸업생, ‘기러기’엄마, 가디언, 한국식 학원 원장, 교육청 담당 공무원 등 총 38명의 구술자와 심층인터뷰를 진행하였다. 그 동안 강력한 국민국가 시대의 정체성 형성의 근간을 이루어온 가족과 국가는 이주 주체의 국경을 넘는 이동을 통하여 트랜스국가적으로 확장되고 있다. 트랜스네트워크의 형성과 더불어 가족주의는 글로벌하게 확장되었고, 국민국가 의식도 국경을 넘어 확장되었다. 하지만 이주 주체들에 의해 확장된 가족주의와 국가주의는 국경을 넘어 새로운 장소에 착근되면서 색다른 방식으로 실천되고 상상된다. 트랜스로컬 주체는 가족과 국가를 하나의 자원으로 동원하고 활용함으로써 자신들의 삶을 구체화해 나가고 가족과 국가를 새롭게 상상해 나간다. 이제 트랜스로컬 주체는 상상적 구조로서의 국가에의 귀속보다는 경험적 실체로서의 로컬에의 귀속을 우선시하며 끊임없이 새로운 공간을 꿈꾸고 점유해가는 유목적 삶을 준비하고 있다.

Abstract

Paying attention to the Korean overseas educational migration as a kind of transmigration, this research tries to understand the reasons and processes particularly of the Korean early-age educational migration causing the family separated into making ‘parachute kids’ and ‘astronaut mothers.’ It tries also to figure out the characteristics of nationalism transformed and the emplacement of translocal subjectivities according to the transnational mobility crossing over national boundary through the case study on the Fairfax County, VA, USA. To do this case study, the semi-structured interviews were conducted with 38 interviewees which consisted of the present and the former ‘Prachute’ students, astronaut(Kiroki) mothers, guardians, directors of Korean private ‘cram’ school, and public officals of local government of education. The institutions of the family and the nation-state have been kept as a solid basis of identity through out the era of consolidated nationalism, and in recent decades transnationally extended by the transmigrants’ active movement over national boundaries. The familism and the nationalism, however, are practiced and imagined now in quite different ways at the very place where the translocal subjectivites settle down. The mobile subjectivities negotiatedly mobilize and utilize the familism and the nationalism as a sort of resources, upon which their local lives are materialized. This translocal subjectivities rather than the transnational ones prioritize belonging to the local as a materialized entity over belonging to the national as a imagined structure, which help themselves continuously to dream out and to prepare for another nomadic lives of emplacement.
