창조도시의 중국적 맥락: 상하이 창의산업구를 사례로

창조도시론의 유행으로 한국을 비롯한 세계 여러 도시들에서는 창조도시 건설을 도시의 최우선 정책과제로 표방하고 있다. 최근 중국의 주요 도시들도 산업 구조조정과 도심의 재구조화, 도시경쟁력 확보라는 측면에서 창조도시 건설을 목표로 삼고 있다. 본 연구에서는 중국 상하이 도심에 건설되고 있는 창조산업클러스터인 창의산업구를 사례로 하여 창조도시론의 중국적 맥락과 그 시사점을 검토한다. 결론적으로 현재 중국에서 전개되고 있는 창조도시 정책은 도시의 산업구조조정 및 세계적 도시로의 발전 요구에 따른 도시의 정치경제적 변화가 그 근본 원인이지만, 다른 한편으로 창조산업을 명목으로 한 로프트 개조와 같은 일종의 부동산개발로 나타나는 경우도 있다. 이러한 중국의 경험은 정부의 행정력이나 자본의 마케팅에 의해 주도되는 창조도시 개발에서 나타날 수 있는 문제점을 시사한다.
Abstract
The creative city making is one of the most popular urban strategy for cities in the world. Recently, major Chinese cities are trying to change themselves more creative, which aims to adjust industrial structure and to strengthen competitiveness of the city. This study examines characteristics and implications of creative city strategies in China. In case of Shanghai, the formation of Creative Industry Clusters reflects reconstruction of urban space and aspiration of global city in Chinese context. But in some cases, it is just a realestate development utilizing loft renovation under the pretext of making a creative city. This study implies that the creative city making may have some problems with leading by government power or commercial marketing.
